BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH,
FLORIDA:
SECTION 1. That the following proposed Amendments to
Chapter 7672, Laws of Florida, Acts of 1917,
as amended, the same being the Charter of the City of Miami
Beach, Florida, shall be submitted to the voters of the
City of Miami Beach, Florida, for their approval or rejection
at a Special Election to be held in the City of Miami Beach,
Florida on the 29th day of May, 1962 °
(1) Shall the City Charter be amended so as to provide
that no concession for the conduct and operation of any
recreational or amusement facility, other than leases of the
Auditorium and the Convention Hall, may be granted by the
City unless public notice calling for sealed bids therefor
has been published in a newspaper of general circulation in
Miami Beach or Dade County not less than fifteen (15) days
prior to such grant.
(2) Shall the City Charter be amended so as to provide
for four (4) year terms for each office of Councilman; to
establish Group numbers for each office of Councilman and
the manner of qualification and election thereto; to provide
that the candidate in each group receiving the highest number
of votes cast in the Group in which he is a candidate in the
general election shall be deemed elected in such group; and
to authorize the City Council to adopt ordinances or reso-
lutions to execute the provisions of said amendment.
(3) Shall the City Charter be amended so as to provide
that no order or decision of the Zoning Board of Adjustment
shall be final or effective unless the same shall thereafter
be approved by the City Council .
(4) Shall the City Charter be amended so as to empower
the City Council to adopt such ordinances as it may deem
proper to prohibit any officer, board member, or employee to
engage in any activity or enter into any agreement which
shall be in conflict with his duties as such officer, board
member or employee, and to provide- penalties, .including
removal from office or employment, for any violation of such
ordinance or ordinances .
SECTION 2 . That for the purpose of holding and conducting
the election to be so held, the City of Miami Beach
is hereby divided into voting precincts or election districts
with polling places therein as follows

PRECINCT NO, 58: Beginning at the intersection of the west boundary
line of the City of Miami Beach with the easterly
extension of the south line of Section 5-53-42 (center line of N.E.
87th Street, Miami) , run southeasterly to a point on the center line
of Normandy Waterway where said center line intersects the west shore
line of Normandy Isle, thence run easterly along the center line of
Normandy Waterway to its intersection with the center line of Indian
Creek; thence run northwesterly along the center line of Indian Creek
to its intersection with the center line of Tatum Waterway; thence
run northeasterly and northerly along the center line of Tatum
Waterway and its extension northerly to its intersection with the
north boundary of the City of Miami Beach (87th Terrace) ; thence run
West along the North boundary of the City of Miami Beach to its
intersection with the West boundary of the City of Miami Beach;
thence run southwesterly along the west boundary of the City of Miami
Beach to the point of beginning; the Polling Place of which shall be
at the Biscayne Elementary School, situated at 800 - 77th Street.
PRECINCT NO, 59 : Beginning at the intersection of the center line
of 71st Street (City of Miami Beach) and the center
line of Indian Creek, run northwesterly along the center line of
Indian Creek to its intersection with the center line of Tatum
Waterway; thence run northeasterly and northerly along the center
line of Tatum Waterway and its extension northerly to its inter-
section with the north boundary line of the City of Miami Beach;
thence run east along the north boundary line of the City of Miami
Beach to its intersection with the East boundary of the State of
Florida; thence run south along the east boundary of the State of
Florida to its intersection with the easterly extension of the center
line of 71st Street; thence run west along the center line of 71st
Street and its easterly extension to the point of beginning, the
Polling Place of which shall be at the Temple Ner Tamid, situated at

PRECINCT NO. 60: Beginning at a point which is the intersection of
the easterly extension of the center line of
N. Eo 87th Street (Miami) and the west boundary line of the City of
Miami Beach, thence run southeasterly to a point of intersection
with the center line of Normandy Waterway, where said center line
intersects the westerly shore line of Normandy Isle; thence run
easterly along the center line of Normandy Waterway to its inter-
section with the center line of Indian Creek; thence run south-
easterly along the center line of Indian Creek to its intersection
with the center line of 71st Street; thence run east along the center
line of 71st Street to its intersection with the center line of

intersection of the center line of Alton Road with the above
mentioned center line of Biscayne Waterway, run southerly along the
center line of the said Alton Road to the center line of Dade
Boulevard; thence run southwesterly along the said center line of
Dade Boulevard to the eastern shoreline of Biscayne Bay; thence run
southerly meandering the eastern shoreline of Biscayne Bay to the

south by the center line of 15th Street and its eastern extension
to the eastern boundary of the State of Florida; bounded on the east
by the eastern boundary of the State of Florida, bounded on the west
by the center line of Meridian Avenue, the Polling Place of which
shall be at the 21st Street Community Center, situated at
2100 Washington Avenue.
PRECINCT NO, 111 : Bounded on the north by the center line of Dade
Boulevard (City of Miami Beach) ; bounded on the
south by the center line of 14th Street from the eastern shore line
of Biscayne Bay East to the center line of Bay Road, thence north
along the center line of Bay Road to its intersection with the
center line of 15th Street, thence east along the center line of
15th Street to its intersection with the center line of Meridian
Avenue; bounded on the east by the center line of Meridian Avenue;
bounded on the west by the eastern shore line of Biscayne Bay, the
Polling Place of which shall be at the Greater Miami Jewish Community
Center, situated at 1536 Bay Road.
PRECINCT NO, 112 : Bounded on the north by the center line of 14th
Street (City of Miami Beach) from the eastern
shore line of Biscayne Bay east to the center line of Bay Road,
thence north along the center line of Bay Road to the center line of
15th Street, thence east along the center line of 15th Street to the
center line of Meridian Avenue; bounded on the south by the center
line of 11th Street and its extension westerly; bounded on the east
by the center line of Meridian Avenue; bounded on the west by the
eastern shore line of Biscayne Bay, the Polling Place of which shall
be at the Activities Building situated in Flamingo Park at 12th
Street and Michigan Avenue.
PRECINCT NO, 113 : Bounded on the north by the center line of 15th
Street and its extension easterly; bounded on the
south by the center line of 11th Street and its extension easterly;
bounded on the east by the eastern boundary of the State of Florida;
bounded on the west by the center line of Meridian Avenue, the
Polling Place of which shall be at the Fire Station in the City Hall
Building, situated at 12th Street and Washington Avenue.
PRECINCT NO, 114: Bounded on the north by the center line of 11th
Street and its extension easterly; bounded on the
south by the center line of 7th Street and its extension easterly;
bounded on the east by the eastern boundary of the State of Florida;
bounded on the west by the center line of Meridian Avenue, the
Polling Place of which shall be at the Oceanfront Auditorium,
situated at 10th Street and Ocean Drive.

Street (City of Miami Beach) and its extension
westerly; bounded on the south by the center line of 7th Street,
from the center line of Meridian Avenue west to the center line of

Street (City of Miami Beach) and its easterly
production, from the eastern boundary of the State of Florida
westerly to the center line of Alton Road, thence south along the
center line of Alton Road to the center line of 6th Street, thence
west along the center line of 6th Street and its westerly production
to the eastern shore line of Biscayne Bay, thence northerly
meandering the eastern shore line of Biscayne Bay to the center line
of 14th Street, thence westerly along a straight line running from
the center line of 14th Street at the eastern shore line of Biscayne
Bay to a point on the west boundary line of the City of Miami Beach
1500 feet southwesterly, as measured along the western boundary line
of the City of Miami Beach, from the intersection of the west
boundary line of the City of Miami Beach and the center line of the

PRECINCT NO, 148: Bounded on the north by the center line of 3rd
Street (City of Miami Beach) and its easterly
production from the eastern boundary of the State of Florida westerly
to the center line of Alton Road, thence northwesterly along the
center line of Alton Road to the intersection with the south line of
Lot 32 , Block 111, Ocean Beach Addition No. 3, as recorded in Plat
Book 2 , at page 81 of the public records of Dade County, Florida,
produced northeasterly, thence southwesterly along the south line of
said Lot 32 and its production to the eastern shore line of Biscayne
Bay, thence northwesterly along the eastern shore line of Biscayne
Bay to the center line of MacArthur Causeway, thence westerly along
the center line of MacArthur Causeway to the western boundary line
of the City of Miami Beach; bounded on the south by a straight line

SECTION 3. That the said election shall be held at the
Polling Places for the respective voting precincts
as above set forth and all electors shall vote at the Polling
Places in the precinct in which the Registration Books in said
City show that said electors reside.
SECTION 4o That said election is hereby called and directed
to be held in the City of Miami Beach, Florida,
from 7 :00 o 'clock A.M. to 7:00 o 'clock Peim . on May 29, 1962 ,
for the purpose of submitting the following questions ::
(1) Shall the City Charter be amended so as to provide

SECTION 5 . That copies of the proposed amendments to the City
Charter, in full, shall be made available to the
electors at the office of the City Clerk from 9:00 o ' clock A.M.
to 5 :00 o ' clock P.M. each day, Sundays and Holidays excepted,
from April 2, 1962 to and including May 29, 1962 .
SECTION 6 . That the City Clerk, who is also the Supervisor of
Registration, open the books of said City from
9 :00 o 'clock A.M. until 5 :00 o 'clock P.M. each day, Sundays and
Holidays excepted, from March 30, 1962 to and including April 28,
1962 for the purpose of registering electors for said election;
and that after said April 28, 1962 no elector shall be registered
for said election.
SECTION 7o That Notice of said Election shall be given by the
City Clerk of said City by publishing the notice
hereinafter provided for, once each week for a period of five
consecutive weeks next preceding said election in the Miami
Beach Daily Sun, a newspaper of general circulation published
in the City of Miami Beach, Florida.

SECTION B. That Notice of such Election shall be in substantially
the following form
"NOTICE OF SPECIAL ELECTION
NOTICE IS HEREBY GIVEN that by resolution duly passed and
adopted by the City Council of the City of Miami Beach,
Florida, a special election has been called and will be
held in said City from 7200 o 'clock A.M. until 7 :00 o 'clock
P.M. on May 29, 1962 for the purpose of submitting the

All electors shall vote at the Polling Places in the
voting precincts in which the City Registration Books
show that said electors reside.
The Registration Books of said City will be open from
9 :00 o 'clock A.M. to 5000 o' clock P.M. each day, Sundays
and Holidays excepted, from March 30, 1962 to and
including April 28, 1962 for the purpose of registering
electors for said election; and that after said April 28,
1962 no elector shall be registered for said election.
