A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA ACCEPTING THE RECOMMENDATION OF THE
NEIGHBORHOOD/COMMUNITY AFFAIRS COMMITTEE TO DIRECT THE CITY
MANAGER TO PROVIDE A TRAINING PROGRAM, THAT PROVIDES BEST
PRACTICES FOR EFFECTIVE AGENCY MANAGEMENT PROGRAM, TO BOARD
MEMBERS OF NON-PROFIT ORGANIZATIONS RECEIVING FUNDS IN THE
AMOUNT OF $25,000 OR MORE FROM THE CITY, AND MAKE SUCH TRAINING
AVAILABLE TO ELIGIBLE ORGANIZATIONS AT LEAST TWICE A YEAR AT A
MINIMUM.
WHEREAS, Commissioner Michael Gongora placed a referral to the
Neighborhood/Community Affairs Committee (NCAC) to have a discussion requiring a training
for board directors of non-profit agencies receiving City funds on the June 6, 2018 City
Commission meeting agenda; and
WHEREAS, NCAC discussed the proposed training at its September 26, 2018 meeting;
and
WHEREAS, the City provides funding to a variety of non-profit agencies through a
variety of avenues including General Fund Citywide Grants, Cultural Arts Council Grants,
Community Development Block Grants, and HOME Investment Partnership grants for the
purpose of supporting events and services benefiting our community; and
WHEREAS, the goal of the proposed training is to ensure that board members of the
agencies receiving City funds receive exposure to important information that will ensure
responsible agency stewardship; and
WHEREAS, the training would mirror the training required of condominium board
members that underscore topics such as ethics, the basic elements of agreements,
understanding bylaws, and the execution of duties, among other topics; and
WHEREAS, the NCAC recommended that the training be required for agencies with
annual operating budgets less than $5 million which receive $25,000 or more in City funds as
larger agencies typically already have the capacity and knowledge being offered via the training;
and
WHEREAS, participating agencies receiving City funds would be required to have 51%
or more of its board membership complete the training within the last two years prior to the
receipt of City funds; and
WHEREAS, NCAC further recommended that the City offer this training at least twice a
year to ensure participation.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby
accept the recommendation of the Neighborhood/Community Affairs Committee to direct the
City Manager to provide a training program, that provides best practices for effective agency
management program, to board members of non-profit organizations receiving funds in the
amount of $25,000 or more from the City, and to make such training available to eligible
organizations at least twice a year at a minimum. / L[

The Administration recommends approving the Resolution.
ANALYSIS
Commissioner Michael Gongora placed a referral to the Neighborhood/Community Affairs Committee(NCAC)on the
June 6, 2018 City Commission meeting agenda. The referral was to have a discussion requiring training of board
directors of non-profit agencies receiving City funds. The training would address best practices for effective agency
management and was discussed at the September 26,2018 NCAC meeting.
The City provides funding to a variety of non-profit agencies. While a more extensive list of awardees
is attached, the following list is a limited sampling of agencies receiving City funds:

• Douglas Gardens Community Mental Health Center
• Miami Beach Chamber of Cornnerce
• North Beach Development Corporation
• Miami Design Preservation League
• Friends of the Bass Museum
• Miami Beach Garden Conservancy
• O'Cinema
• New World Symphony
• Miami City Ballet
• Miami Gay and Lesbian Film Festival

CONCLUSION
The proposed board training will empower board members of non-profit agencies receiving City funds
to ensure effective stewardship of their respective agencies and any City funds received.
