A RESOLUTION OF MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE WRITTEN
RECOMMENDATION OF THE CITY MANAGER AND WAIVING, BY 5/7THS
VOTE, THE COMPETITIVE BIDDING REQUIREMENT, FINDING SUCH
WAIVER TO BE IN THE BEST INTEREST OF THE CITY, AND APPROVING
BJ'S WHOLESALE CLUB, COSTCO WHOLESALE, PUBLIX
SUPERMARKETS, WALMART, GORDON FOOD SERVICES, US FOODS,
PREMIER HEALTH ALLIANCE, WHOLE FOODS, FRESH MARKET,
TARGET, AND AMAZON AS AUTHORIZED VENDORS FOR THE
PURCHASE OF GROCERIES BY THE CITY'S OFFICE OF HOUSING AND
COMMUNITY SERVICES FOR GROCERY DELIVERY PROGRAM; SAID
WAIVER SHALL BE AUTHORIZED FOR A PERIOD OF THREE (3) YEARS,
ON A YEARLY BASIS, CONTIGENT UPON CITY COMMISSION
APPROVAL OF THE DEPARTMENT'S RELATED BUDGET
ALLOCATION(S) DURING THE ADOPTION OF THE CITY'S ANNUAL
BUDGET AND THE CITY'S COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM ALLOCATION APPROVAL, IN AN ANNUAL AMOUNT NOT TO
EXCEED $150,000.
WHEREAS, the Office of Housing and Community Services (HCS) has operated a
Grocery Delivery Program for four years that provides groceries to struggling households
(primarily elder residents) in the City of Miami Beach; and
WHEREAS, on a monthly basis, eligible households receive about $100 worth of
groceries and recipes to inspire healthy meal preparation; and
WHEREAS, the grocery program is funded through the General Fund and the
Community Development Block Grant (CDBG) program; and
WHEREAS, there are additional City Departments and offices that also purchase food
and snacks from the vendors on the approved list; and
WHEREAS, it has been difficult to seek proposals from bulk food vendors due to the
small amount of the average purchase; and
WHEREAS, by being able to purchase discounted items from smaller retailers, HCS is
able to serve more households and ensure cultural competence in addressing participant's food
needs.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the written recommendation of the City Manager and waive, by
5/7ths vote, the competitive bidding requirement, finding such waiver to be in the best interest of
the City, and approve BJ's Wholesale Club, Costco Wholesale, Publix Supermarkets, Walmart,
Gordon Food Services, US Foods, Premier Health Alliance, Whole Foods, Fresh Market,
Target, and Amazon as authorized vendors for the purchase of groceries by the City's Office of
Housing and Community Services for the grocery delivery program; said waiver shall be
authorized for a period of three (3) years, once yearly basis, contingent upon City Commission
approval of the department's related budget allocation(s), during the adoption of the City's
annual budget, and the City's Community Development Block Grant program allocation
approval, in an annual amount not to exceed $150,000.

RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The Office of Housing and Community Services (HCS) has operated a Grocery Delivery Program for
four years that provides groceries to struggling households (primarily elder residents) in the City.
HCS identifies program participants based on their household need and income. On a monthly basis,
eligible households receive about $100 worth of groceries and recipes to inspire healthy meal
preparation. Each year, the program has been able to expand its reach; in FY 17/18 the Grocery
Program was able to serve 84 households with monthly grocery deliveries.
The grocery program is funded through the General Fund and the Community Development Block
Grant (CDBG) program. In the past, it has been difficult to seek proposals from bulk food vendors
due to the small amount of the average purchase. Larger suppliers provide larger amounts of food
product, whereas we need to be able to purchase exact items for program recipients. Additionally,
exact amounts crust be purchased on a monthly basis, as the Department does not have storage
capacity. By being able to purchase discounted items from smaller retailers, HCS is able to serve
more households and ensure cultural competence in addressing participant needs.
The Administration is seeking a waiver of competitive bid for the grocery and food vendors listed in
Exhibit A.

CONCLUSION
The Administration recommends accepting the written recommendation of the City Manager and
waiving, by 5/7ths vote, the competitive bidding requirement, finding such waiver to be in the best
interest of the City, and approving and authoring the vendors listed in Exhibit A to this resolution for
the purchase of groceries for the City's Office of Housing and Community Services Grocery Delivery
Program; said waiver shall be authorized for a period of three (3)years, on a yearly basis, contingent
upon City Commission approval of the department's related budget allocation(s) during the adoption
of the City's annual budget and the City's Community Development Block Grant program allocation
approval, in an annual amount not to exceed $150,000.
