Resolution 2018-30582 RESOLUTION NO. 2018-30582 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE ADMINISTRATION TO TEMPORARILY RESURFACE THE ROAD ON PRAIRIE AVENUE FROM 28TH THROUGH 34TH STREET IN THE NOT-TO-EXCEED AMOUNT OF $100,000, WITH PREVIOUSLY APPROPRIATED FUNDING FOR THE CENTRAL BAYSHORE SOUTH PROJECT. WHEREAS, on June 10, 2016, the Mayor and City Commission, pursuant to Request for Proposals (RFP) No. 2015-133-YG, adopted Resolution No. 2016-29363, awarding a contract to Ric-Man International Inc. for Design/Build Services for Neighborhood No. 8: Central Bayshore South Right-of-way Infrastructure Improvements Project (the "Project"); and WHEREAS, the Project includes installation of a new water main and services on Prairie Avenue; design and construction of an interconnected drainage system to include new piping, catch basins, and manholes; construction of a new stormwater pump station east of existing pump station at 28 Street and Prairie Avenue; replacement of existing fire hydrant assemblies with new fire hydrant assemblies on Prairie Avenue; complete reconstruction of all asphalt pavements within the Project limits, and raising the roadbed and minimum road crown elevations; and WHEREAS, the water main installation on Prairie Avenue is complete and the drainage design for a 5 year/24 hour storm event is currently at 75%; and WHEREAS, the Project scope is being re-evaluated as a result of the Urban Land Institute (ULI)Advisory Services Panel recommendations and the changes to the City's stormwater criteria from a 5 year/24hr to a 10 year/24hr rain storm event; and WHEREAS, the Project will continue to move forward following direction from the City Commission based on the ULI Advisory Services Panel's recommendation and best practices; and WHEREAS,the final restoration of Prairie Avenue will take place when the drainage phase of the project is completed; and WHEREAS, on October 17, 2018, the Mayor and City Commission directed the Office of Capital Improvement Projects (CIP)to temporarily resurface the road on Prairie Avenue from 28111 through 34'h Street using previously appropriated funds in an not-to-exceed amount of$100,000; and WHEREAS, the Mayor and City Commission further directed CIP to evaluate other areas of the project and if further temporary work and funds are necessary, present any recommendations to the Finance and Citywide Projects Committee. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission authorize the Administration to temporarily resurface the road on Prairie Avenue from 28th through 34th Street in the not-to-exceed amount of $100,000, with previously appropriated funding for the Central Bayshore South Project.
