A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, TO JOINING WITH COMMUNITIES ACROSS
THE UNITED STATES, IN PROCLAIMING MAY 18-24,
2003 AS "HURRICANE AWARENESS WEEK" IN THE
CITY OF MIAMI BEACH.
WHEREAS, a lack of hurricane education and planning are common
threads among all major hurricane disasters; and
WHEREAS, by knowing your vulnerability and what actions you should
take, you can reduce the effects of a hurricane disaster; and
WHEREAS, the goal of Hurricane Awareness Week is to nationally
educate the public about the hazards of hurricanes and provide them with
knowledge which can be used to take action that can protect property and save
lives; and
WHEREAS, the City of Miami Beach's Neighborhood Services
Department's goal is to enrich and enhance the quality of life of our communities
through public outreach, training and education in all facets of life including
hurricane preparedness, evacuation procedures, and post hurricane recovery;
and
WHEREAS, the elected officials, departments, and agencies of the City of
Miami Beach all have as their primary concern the safety, welfare, and well being
of all the citizens, residents, and visitors of Miami Beach;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that May 18th to
May 24th, 2003 is hereby proclaimed as "Hurricane Awareness Week", and the
Mayor and City Commission ask that the people of this City join in to promote
hurricane awareness, preparation, and safety for all.

Item Summary/Recommendation:
"Hurricane Awareness Week" is the third annual public awareness and education outreach effort of the
National Oceanographic and Atmospheric Administration, FEMA, and the National Weather Service.
History teaches that hurricane disasters have occurred in the past and will again in the future. A lack of
hurricane education and planning are common threads among all major hurricane disasters. Byeducating
the public about potential vulnerabilities and what actions can be taken, we can reduce the effects of a
hurricane disaster.
In South Florida, we are particularly vulnerable to hurricanes and their associated hazards. The
Neighborhood Services Department will help to broadcast hurricane awareness at the 2nd Annual Hurricane
Information and Preparedness Fair, which will be held on June 1,2003, and throughout the City by public
outreach efforts including reference materials and guidelines.

ADMINISTRATIVE RECOMMENDATION
Adopt the Resolution.
.ANALYSIS
For the third year in a row, the National Weather Service, National Oceanographic and
Atmospheric Administration, and the Federal Emergency Management Administration have
collectively supported the idea of Hurricane Awareness Week.
History teaches that hurricane disasters have occurred in the past and will again in the
future. A lack of hurricane education and planning are common threads among all major
hurricane disasters. By educating the public about potential vulnerabilities and what actions
should be taken, we can reduce the effects of a hurricane disaster.
The goal of Hurricane Awareness Week is to educate the public about the dangers of
hurricanes and to teach them how to develop plans to respond to them. Hurricane hazards
come in many forms: storm surge, high winds, tornadoes, and flooding. Communities
across the country are urged to participate.
In South Florida, we are particularly vulnerable to hurricanes and their associated hazards.
The City of Miami Beach's Neighborhood Services Department's goal is to enrich and
enhance the quality of life of our communities through public outreach, training and
education in all facets of life. Included in this initiative is hurricane preparedness, evacuation
procedures, and post hurricane recovery.
The Neighborhood Services Department will help to broadcast hurricane awareness at the
June 1, 2003, Hurricane Information and Preparedness Fair and throughout the City by
public outreach efforts including the provision of reference materials and guidelines.
Passage of the resolution proclaiming May 18th to the 24th as Hurricane Awareness Week
will help promote the City's efforts.

CONCLUSION
The Administration recommends that the Mayor and City Commission adopt the attached
resolution proclaiming May 18th to the 24th as Hurricane Awareness Week.
