BEACH SENIOR HIGH SCHOOL PEDESTRIAN ENHANCEMENTS
The purpose of this Letter to Commission (L TC) is to inform you that the City of Miami Beach
has been awarded a Transportation Alternatives Program (TAP) Grant from the Florida
Department of Transportation (FOOT) for pedestrian enhancements in the vicinity of Miami
Beach Senior High School. TAP is a federal grant targeting transportation improvements with a
special focus on improving bicycle and pedestrian safety and connectivity to schools. At the
state level, the grant funds are administered by FOOT through the Local Agency Program .
FOOT awards the funding following a district-wide competitive application process.
In April 2018, the City submitted an application to FOOT for TAP Grant funding for pedestrian
safety enhancements in the vicinity of Miami Beach Senior High School. As part of the grant
application report, City Transportation Department staff identified various improvements to
pedestrian connectivity and safety along the corridors adjacent and connecting to Miami Beach
Senior High School. The improvements identified include school zone speed limit flashing
beacons , crosswalk improvements , and signage improvements . Following submittal of the grant
application, the City's Transportation Department staff presented the project to an evaluation
panel consist ing of FOOT and Miami-Dade County representatives.
On June 21 , 2018 , the Miami-Dade Transportation Planning Organization (TPO) approved
Resolution# 30-18 approving the 2018 TPO Program Priorities. The Miami Beach Senior High
School Pedestrian Enhancements Project was included in the priorities list and approved for
funding. The total funding awarded to the City's project is $218, 794. These funds are
programmed for the construction phase in Fiscal Year 2024. The City will be responsible for
funding the design phase which would need to commence by 2022 and will work with FOOT to
potentially advance the grant funds and implement the safety improvements sooner.
The City has been successful in obtaining similar Safe Routes to School (SRTS) funds in prior
years. For example, the City is currently addressing final punch list construction items for
recently completed improvements in the vicinity of Biscayne Elementary School, Feinberg
Fisher K-8 Center, North Beach Elementary School, and Naut ilus Middle School. These
projects were partially funded by three (3) SRTS grants awarded to the City in 2011 and 2013.

Miami Beach High School Pedestrian Enhancements Project
Dear Mayor Gelber:
On June 21 , 2018, the Miami-Dade Transportation Planning Organization (TPO) Governing
Board approved Resolution #30-18 approving the 2018 TPO Program Priorities (attached).
Item #7 on the list of TPO priorities includes the Miami Beach High School Pedestrian
Enhancements Project that was submitted by your city for funding through the Transportation
Alternatives Program (TAP).
The list of prioritized TAP projects will be included in the draft Florida Department of
Transpo1tation (FDOT) District 6 Fiscal Year 2020-2024 Tentative Work Program . The
Tentative Work Program will be incorporated into the Miami-Dade TPO 2020 Transportation
Improvement Program (TIP) after it is approved by the Florida Legislature and Governor.
The funds for this project will be administered by FDOT District 6 through the Local Agency
