2018-30585 Resolution RESOLUTION NO. 2018-30585 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER, PURSUANT TO REQUEST FOR QUALIFICATIONS NO. 2018-314-WO, FOR REAL ESTATE APPRAISAL SERVICES (THE "RFQ"); AUTHORIZING THE ADMINISTRATION TO PRE-QUALIFY CBRE, INC., CUSHMAN AND WAKEFIELD, INC., JLL VALUATION AND ADVISORY SERVICES, LLC. AND THE URBAN GROUP, INC. TO ALLOW FOR THE FUTURE COMPETITION OF APPRAISAL PROJECTS IN ACCORDANCE WITH THE UNIFORM STANDARDS OF PROFESSIONAL APPRAISAL PRACTICES; AND FURTHER AUTHORIZING THE ISSUANCE OF A DUPLICATE RFQ IN ORDER TO INCREASE THE POOL OF QUALIFIED APPRAISERS. WHEREAS, on July 25, 2018, the Mayor and City Commission authorized the issuance of Request for Qualifications (RFQ)2018-314-WG for Real Estate Appraisal Services; and WHEREAS, on July 27, 2018, RFQ No. 2018-314-WG for Real Estate Appraisal Services (the "RFQ")was issued; and WHEREAS, RFQ responses were due and received August 31, 2018; and WHEREAS, the City received proposals from the following four (4) firms: CBRE, Inc., Cushman and Wakefield, Inc., JLL Valuation and Advisory Services, LLC and the Urban Group, Inc.; and WHEREAS, an Evaluation Committee, appointed by the City Manager pursuant to LTC# 532-2018, convened on October 22, 2018 to consider the responsive proposals received; and WHEREAS, the Committee was provided an overview of the project, information relative to the City's Cone of Silence Ordinance, the Government Sunshine Law, general information on the scope of services and a copy of each proposal; and WHEREAS, the Committee was instructed to score and rank each proposal pursuant to the evaluation criteria established in the RFQ; and WHEREAS, the evaluation process resulted in the ranking of proposers as follows: The Urban Group, Inc. as the top ranked proposer, Cushman and Wakefield, Inc. as the second ranked proposer, JLL Valuation and Advisory Services, LLC as the third ranked proposer and CBRE, Inc as the fourth ranked proposer; and WHEREAS, after reviewing all of the submissions and the Evaluation Committee's rankings, the City Manager exercised his due diligence and is recommending that the Administration be authorized to pre-qualify CBRE, Inc., Cushman and Wakefield, Inc., JLL Valuation and Advisory Services, LLC and the Urban Group, Inc., to allow for the future competition of appraisal projects in accordance with the Uniform Standards of Professional Appraisal Practices; and WHEREAS, the Administration determined that, even if the City Manager's recommendation to pre-qualify all of proposers pursuant to this RFQ is accepted, there would not be sufficient pre-qualified firms to meet the needs of the City; and WHEREAS, therefore, additionally, the Administration requests authorization to re-issue a duplicate RFQ in order to increase the pool of qualified appraisers. RECOMMENDATION Adopt the Resolution. ANALYSIS The City of Miami Beach, Florida, from time to time, requires the services of qualified firms to conduct appraisals on various real estate properties, including (but not limited to): pre-lease assessment of facilities; and appraisals of either vacant or improved land across the City. On July 25, 2018, the Mayor and City Commission authorized the issuance of Request for Qualifications (RFQ) 2018-314-WG for Real Estate Appraisal Services. Through this RFQ, the City sought to review qualifications from interested firms and establish a list of pre-qualified appraisers who are State of Florida Certified General Appraiser and active and valid MAI (Member of the Appraisal Institute) designated by the Appraisal Institute. The Administration's goal is to pre-qualify more than one firm that can submit proposals for appraisal engagements on an as needed basis, in accordance with the Uniform Standards of Professional Appraisal Practice (USPAP). RFQ PROCESS On July 27, 2018, RFQ No. 2018-314-WG for Real Estate Appraisal Services was issued. RFQ responses were due and received August 31, 2018. The Procurement Department issued solicitation notices to 65 firms utiliang www.publicpurchase.com. Thirty one (31) prospective proposers accessed the advertised solicitation. The City received proposals from the following four (4) firms: CBRE, Inc., Cushman and Wakefield, Inc., JLL Valuation and Advisory Services, LLC and the Urban Group, Inc. Page 234 of 1981 The Evaluation Committee appointed by the City Manager pursuant to LT C# 532-2018 convened on October 22, 2018, to consider the responsive proposals received. The Committee was comprised of Jay Fink, Assistant Director, Public Works Department, City of Miami Beach, Manny Marquez, Assistant Director, Finance Department, City of Miami Beach and Mark Milisits, Division Director, Tourism, Culture and Economic Development, City of Miami Beach. The Committee was provided an overview of the project, information relative to the City's Cone of Silence Ordinance and the Government Sunshine Law. The Committee was also provided with general information on the scope of services and a copy of each proposal. The Committee was instructed to score and rank each proposal pursuant to the evaluation criteria established in the RFQ. The evaluation process resulted in the ranking of proposers as indicated in Attachment A. A brief description of each proposer, as provided in their response to the RFQ, follows. CBRE INC. CBRE has been providing real estate valuation and consulting services to the financial lending community, institutional clients, government agencies, corporate entities, legal and accounting professionals, developers and private individuals for over 30 years. They are affiliated with the Appraisal Institute and are Certified General Real Estate Appraiser. Cushman and Wakefield Inc. Cushman & Wakefield is among the largest real estate services firms with 48,000 employees in approximately 400 offices and 70 countries. In 2017, the firm had revenue of$6.9 billion across core services of property, facilities and project management, leasing, capital markets, advisory and other services. Cushman & Wakefield's service platform covers the full spectrum of real estate requirements. JLL Valuation and Advisory Services LLC (JLL) JLL's history spans more than 200 years. Jones Lang LaSalle Incorporated was formed in 1999 by the merger of LaSalle Partners Incorporated and Jones Lang Wootton (JLW). JLL's firm consists of 300+ valuation experts in the United States, with 18 licensed appraisers in the State Florida with an average of 10 years of appraisal experience including 8 individuals who are licensed in the State of Florida and hold the Appraisal Institute's MAI designation. The Urban Group Inc The Urban Group has been providing real estate appraisals, appraisal reviews and real estate consulting to both the public and private sector since 1994. In addition to the appraisals completed, they have also provided expert witness and litigation support when required. CONCLUSION After reviewing all of the submissions and the Evaluation Committee's rankings, I believe that all responding firms are qualified and should be considered on a case-by-case basis. Creating a pre- qualified pool that is to include CBRE, Inc., Cushman and Wakefield, Inc., JLL Valuation and Advisory Services, LLC and the Urban Group, Inc., will allow the City to assign appraisal projects to the most qualified firm depending on the required scope. Additionally, should the Administration determine that, based on the City's volume of work, the recommended pool of firm will not be sufficient pre-qualified firms to meet the needs of the City, a subsequent RFQ for additional firm will be issues to supplement the existing pool. Therefore, I recommend that the Mayor and City Commission approve the Resolution authorizing the Administration to award contracts to CBRE, Inc., Cushman and Wakefield, Inc., JLL Valuation and Advisory Services, LLC and the Urban Group, Inc., to establish a pool of pre-qualified firms for real Page 235 of 1981 estate appraisal services; and further authorize the Mayor and City Clerk to execute the agreements. FINANCIAL INFORMATION Grant funding will not be utilized for the project.
