2018-30588 Resolution RESOLUTION NO. 2018-30588 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATIONS OF THE MIAMI BEACH HALL OF FAME SELECTION COMMITTEE TO MODIFY THE CRITERIA PROSPECTIVELY TO PRECLUDE SITTING ELECTED OR APPOINTED PUBLIC OFFICIALS AT THE STATE OR LOCAL LEVEL, SELF- NOMINATED, AND CURRENT HALL OF FAME SELECTION COMMITTEE MEMBERS FROM ELIGIBILITY FOR INDUCTION TO THE MIAMI BEACH HALL OF FAME; TO CONSIDER UP TO FIVE (5) INDUCTEES FOR THE INAUGURAL YEAR OF THE HALL OF FAME; AND, TO CREATE A FAMILY LEGACY AWARD CATEGORY IN THE NOMINATION PROCESS. WHEREAS, on September 25, 2017, the City Commission adopted Resolution No. 2017- 29987 accepting the recommendations of the NCAC and approving the creation of a Miami Beach Hall of Fame to be located on the South Concourse Wall of the Miami Beach Convention Center, and the creation of a selection committee and selection process, as follows: 1. Selection Committee A nine member Commission-appointed Selection Committee for the Hall of Fame, plus two at-large members from the local community. Appointees could be knowledgeable in the following fields of expertise: 1. Business 2. Education 3. Arts & Entertainment 4. Philanthropy 5. Sports 6. Public Service 7. Literature/History 2. Hall of Fame Eligibility A person would be eligible for induction to the City of Miami Beach Hall of Fame if that person meets any or all of the following criteria: • Had some significant impact on the City as a whole/made a lasting impact on the City. • Had significant ties to the City including: Born in Miami Beach Made Miami Beach his/her place of residence or business Made a positive and lasting impact on Miami Beach 3. Nomination Process Nomination packages would include the following: • A letter of nomination, sent to the City Clerk listing the nominee's name; submission of a biography that lists the reason for the nomination; and a list of the major accomplishment(s) of the nominee and how they relate to the City of Miami Beach. • As part of the nominating package, nominators must identify themselves and their relationship to the nominee. Additional support letters from other individuals supporting the nomination could be included. • All required items in the nomination package would be vetted and confirmed by the City Clerk's office, including a review for any missing or incorrect information. Nominators would be given a grace period by which to correct any missing or incorrect items, and then a deadline by which the nominating package must be complete. • Once complete and vetted by the City Clerk, this nomination package would be sent to the office of Tourism, Culture, and Economic Development, where staff would serve as liaison to the Hall of Fame Selection Committee. • The Selection Committee would determine how many inductees to recommend each year. Potentially, three inductees each, with at least one induction being a posthumous honor. • The Selection Committee would then make its recommendations to the Commission, and the Commission would ratify the annual inductees. • The City would establish a repeating selection process and annual date at which time an event to induct new honorees would take place each year; and WHEREAS, to recognize remarkable individuals that have made a lasting and significant impact on Miami Beach over the years, on June 1, 2018, the City asked the public to nominate deserving individuals for the Miami Beach Hall of Fame. The application deadline was extended through August 15, 2018 and a total of nineteen (19) completed applications were submitted to the City Clerk's Office; and WHEREAS, a Selection Committee was established to review the applications, deliberate, and decide who deserves the coveted recognition. The first meeting of the City of Miami Beach Hall of Fame Selection Committee was held on Friday, September 14, 2018; and WHEREAS, as part of the review process, the following motions were made and passed unanimously by the Hall of Fame Selection Committee in regard to the eligibility of nominees: Sitting Elected Officials - State and Local A motion that sitting elected officials at the State or Local level are not eligible for the Miami Beach Hall of Fame, Self-nomination A motion that self-nominated persons are not eligible for the Miami Beach Hall of Fame, Current Hall of Fame Selection Committee Members A motion that current Hall of Fame Selection Committee members are not eligible for the Miami Beach Hall of Fame, and Number of Inductees A motion to consider up to five inductees for the inaugural Miami Beach Hall of Fame; and WHEREAS, nineteen (19) applications were received for this first year. Following the motions made by the Hall of Fame Selection Committee in regard to eligibility, sixteen (16) applications were considered eligible for further consideration; and WHEREAS, the Hall of Fame Selection Committee also made a motion to recommend the creation of a "Legacy Award Category" in future years as part of the nomination process that would acknowledge and award contributions of a family that met the eligibility criteria for the Miami Beach Hall of Fame. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH FLORIDA, that the Mayor and City Commission hereby accept the recommendations of the Miami Beach Hall of Fame Selection Committee to modify the criteria prospectively to preclude sitting elected or appointed public officials at the state or local level, self-nominated, and current Hall of Fame Selection Committee members from eligibility; to consider up to five (5) inductees for the inaugural year of the Hall of Fame; and, to create a family legacy award category in the nomination process.
