2018-30592 Resolution RESOLUTION NO. 2018-30592 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING SCHOOL PATROL VOLUNTEERS TO ATTEND THE CITY'S SCHOOL CROSSING GUARD CERTIFICATION PROGRAM, AND EXPRESSLY AUTHORIZING THOSE CERTIFIED SCHOOL PATROL VOLUNTEERS TO PROVIDE ASSISTANCE TO THE CITY'S SCHOOL CROSSING GUARDS. WHEREAS, the Miami Dade County Public Schools' Office of Community Engagement conducted the registration and background verification requirements of various volunteers, who launched a School Patrol Volunteer initiative at North Beach Elementary and Nautilus Middle School in the City of Miami Beach; and WHEREAS, the School Patrol Volunteers will be tasked with assisting the City's school crossing guards by facilitating the safe passage of students and pedestrians across roadways during the arrival and dismissal hours of those schools located in the City of Miami Beach; and WHEREAS, the City of Miami Beach offers an eight-hour training program that conforms to the Florida Department of Transportation's uniform guidelines, which school crossing guards must attend and successfully complete in order to learn basic traffic safety and understand proper crossing procedures; and WHEREAS, during the September 26, 2018 Neighborhood and Community Affairs Committee meeting, School Patrol Volunteers expressed an interest in going through the City of Miami Beach school crossing guard certification program, which was passed by motion supporting this initiative; and WHEREAS, upon successful completion of the City's school crossing guard training program and certification, School Patrol Volunteers will be assisting the City's school crossing guards at various schools within the City of Miami Beach. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY ' COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby authorize School Patrol Volunteers to attend the City's school crossing guard certification program, and expressly authorize those certified school patrol volunteers to provide assistance to the City's school crossing guards. Morales, City Manager DATE: November 14, 2018 SUBJECT A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING SCHOOL PATROL VOLUNTEERS TO ATTEND THE CITY'S SCHOOL CROSSING GUARD CERTIFICATION PROGRAM, AND EXPRESSLY AUTHORIZING THOSE CERTIFIED SCHOOL PATROL VOLUNTEERS TO PROVIDE ASSISTANCE TO THE CITY'S SCHOOL CROSSING GUARDS. ANALYSIS Following the Parkland shooting, a group of school volunteers who completed the registration and background check requirements through the Miami Dade County Public Schools' (MDCPS) Office of Community Engagement, launched a School Volunteer Patrol initiative at North Beach Elementary and Nautilus Middle School. The volunteer tasks were specific to a newly School Volunteer Patrol designed to assist the City's crossing guards during arrival and dismissal of pedestrian and vehicular traffic in specific schools. In partnership with the Miami Beach Police Department, the City of Miami Beach currently offers an 8-hour course that city employees, including crossing guards, may take to learn basic traffic safety and regulations. Upon completion, certified participants assist with the orderly arrival and dismissal of pedestrian and vehicular traffic around the school entrances. Recently, parent patrol volunteers approached Commissioner John Aleman and expressed interest in going through the certification course. The idea was discussed during the September 26, 2018 Neighborhood and Community Affairs Committee (NCAC) and a motion was passed supporting the development of a certification process for volunteers. We are hereby requesting approval from the Mayor and Commission to authorize school patrol volunteers to attend the City's school crossing guard certification program and provide assistance to the City's school crossing guards.
