A RESOLUTION OF MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE WRITTEN
RECOMMENDATION OF THE CITY MANAGER (AS FURTHER SET
FORTH IN THE CITY COMMISSION MEMORANDUM ACCOMPANYING
THIS RESOLUTION) AND WAIVING, BY 5/7TH VOTE, THE FORMAL,
COMPETITIVE BIDDING REQUIREMENT, FINDING SUCH WAIVER TO
BE IN THE CITY'S BEST INTEREST, AND AUTHORIZING THE
PURCHASE OF A VALVE MAINTENANCE SKID (VMS) AND RELATED
SOFTWARE, HARDWARE, AND SERVICES, FROM ILLINOIS TOOL
WORKS INC D/B/A THE E.H. WACHS COMPANY, IN AN AMOUNT NOT
TO EXCEED $101,779 FOR FISCAL YEAR 2019.
WHEREAS, the American Water Works Association ("AWWA") recommends that all
water utilities initiate a valve exercise program that requires all valves, such as distribution
and transmission valves, air valves, and blow-offs, to be inspected and operated on a regular
asis; and
WHEREAS, a valve exercise program, if implemented in the City, would not only
improve valve reliability and reduce water loss, but would also improve the efficiency and
productivity of the system, and permit the City to realize cost savings; and
WHEREAS, after extensive market research and product testing, Public Works Water
Division recommends the purchase of the E.H Wachs Standard LX — Valve Maintenance
Skid and related software, which provides for data collection and asset management that is
integrated into the system; and
WHEREAS, the key features of the software is that it has a fully functioning GPS
navigation system, displays maintenance history from the office or out in the field,
synchronizes field computers with the master database, captures turn and torque data for
association with each valve, traces water source upstream and downstream (to prevent the
closing unnecessary valves), and has the ability to generate out of water, outage reports for
customers or the Miami Beach Fire Department; and
WHEREAS, based on the Administration's research, particularly as it relates to the
data collection offered by the E.H. Wachs software, Public Works is not aware of any other
vendor that offers such advance software integration; and
WHEREAS, the cost associated with the purchase, maintenance and software for
FY19 is estimated at $101,779, which would be funded with previously appropriated funds;
and
WHEREAS, for the reasons as set forth in the Commission Memorandum
accompanying this Resolution, the City Manager recommends the waiver of the competitive
bidding requirement, to permit the City to purchase the E.H. Wachs Standard LX — Valve
Maintenance Skid and related software.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager and waive, by a 5/7ths
vote, the formal competitive bidding requirement, finding such a waiver to be in the City's
best interest, and authorize the City Manager to execute an agreement for the purchase of a
Valve Maintenance Skid (VMS) and related software, hardware, and services, from Illinois
Tool Works Inc d/b/a The E.H. Wachs Company, In an amount not to exceed $101,779 for
Fiscal Year 2019. ,,//

RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The American Water Works Association (AWWA) recommends that all water utilities initiate a Valve
Exercise Program that requires all valves (such as distribution and transmission valves, air valves,
and blow-offs) to be inspected and operated on a regular basis. The objective and key elements of a
comprehensive Valve Exercise Program are as follows: Improve the efficiency and productivity of
distribution crews; improve valve reliability; reduce water loss; identify critical valves on the
distribution system; measure and document valve operation; and develop trend analysis.
By implementing a Valve Exercise Program there will be significant cost benefits gained by the City
such as: Reduce revenue loss; system failure prediction would reduce water loss and system
degradation; avoid costly liability and property loss; create a manageable capital improvement
budget; and enhance system reliability.
After extensive market research and product testing, Public Works Water Division recommends the
purchase of E.H. Wachs Standard LX — Valve Maintenance Skid and related software. The data
collection and asset management that is integrated into the system, is second to none. To the best of
Public Works Water Division knowledge, no other vendor offers such software integration. The key
features and critical uses of the infraMap software with Vitals are as follows: Fully functioning GPS
navigation system; displays maintenance history from the office or out in the field; synchronizes field
computers with master database; captures turn and torque data for association with each valve;
traces water source upstream and downstream to prevent closing unnecessary valves; clearly
identifies the valves to dose, hydrants affected, and customers out of water; and outage reports can

be automatically generated for customer or fire department.
Therefore, due to the data collection and asset management that is integrated into this system, and
the fact that to the best of Public Works Water Division knowledge, no other vendor offers such
software integration, as stated, herein, the Administration seeks authority to purchase the E.H.
Wachs Standard LX—Valve Maintenance Skid and related software.
CONCLUSION
After review of the staff recommendation, the City Manager recommends that the Mayor and City
Commission adopt this resolution to waive, by a 5/7ths vote, the formal competitive bidding
requirements, finding such a waiver to be in the City's best interest, and authorize the City Manager
to execute an agreement for the purchase of a Valve Maintenance Skid (VMS) and related software,
hardware, and services, from Illinois Tool Works Inc. D/B/A. E.H. Wachs Company, in an amount not
to exceed $101,779 for Fiscal Year 2019.
