A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE FINANCE AND CITYWIDE
PROJECTS COMMITTEE AT ITS OCTOBER 26, 2018 MEETING,
AND DIRECTING THE CITY ATTORNEY TO PREPARE AND
TRANSMIT LETTERS, FOR EXECUTION BY THE MAYOR, (1)
ADVISING NORTH BAY VILLAGE AND THE CITY OF MIAMI,
RESPECTIVELY, THAT THE CITY OF MIAMI BEACH IS
EXPLORING INITIATING THE ANNEXATION OF NORTH BAY
VILLAGE, AND THE TWO WESTERNMOST ISLANDS ALONG
THE VENETIAN CAUSEWAY (BISCAYNE ISLAND AND SAN
MARCO ISLAND), AND (2) REQUESTING EACH RESPECTIVE
MUNICIPALITY'S COMMENTS ON THE PROPOSED
ANNEXATION.
WHEREAS, on September 12, 2018,the Mayor and City Commission referred a discussion
to the Finance and Citywide Projects Committee ("FCWPC"), regarding the City of Miami Beach's
(the "City") possible annexation of North Bay Village and the two westernmost islands along the
Venetian Causeway (Biscayne Island and San Marco Island); and
WHEREAS, municipal annexations in Miami-Dade County are governed by Miami-Dade
County("County") Charter Section 6.04, and Chapter 20 of the County Code; and
WHEREAS, pursuant to County Code Section 20-3, "[a]ny proposed boundary change
desired by the governing body of a municipality shall be initiated by resolution of such governing
body adopted after a public hearing . . . ." Notice of the public hearing must be published, and
must be provided by mail to "all owners of property within the area and within six hundred (600)
feet thereof in such proposed boundary changes . . . ."; and
WHEREAS, prior to drafting the initial Resolution proposing a boundary change, several
analyses and legislative findings must be made, including a land use plan for the area to be
annexed, an analysis of services to be provided, a timetable for supplying the services, a property
tax and budget analysis, and other relevant information; and
WHEREAS, on October 26, 2018, the FCWPC held a discussion regarding the City's
proposed annexation of North Bay Village and the westernmost islands along the Venetian
Causeway; and
WHEREAS, following the discussion, the FCWPC recommended that the City Commission
direct the City Attorney to prepare and transmit letters, for execution by the Mayor, advising North
Bay Village and the City of Miami, respectively, that the City is exploring initiating the annexation
of North Bay Village, and the two westernmost islands along the Venetian Causeway.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Finance and Citywide Projects Committee
at its October 26, 2018 meeting, and direct the City Attorney to prepare and transmit letters, for
execution by the Mayor, (1) advising North Bay Village and the City of Miami, respectively, that
the City of Miami Beach is exploring initiating the annexation of North Bay Village, and the two
westernmost islands along the Venetian Causeway(Biscayne Island and San Marco Island), and
(2) requesting each respective municipality's comments on the proposed annexation.

ANALYSIS
