Resolution 12474 RESOLUTION NO. 12474 WHEREAS the County Manager of the Metropolitan Dade County has proposed that all municipal police departments be consolidated into one department under the Dade ,.ounty Sheriff, that all municipal fire departments be consolidated into one department under the County Fire Chief and that all matters now handled in the municipal courts of the cities of Dade County, Florida be handled by the Metropolitan Court; and WHEREAS the City Council of the City of Miami Beach, Florida, believes that such a plan would be contrary to the best interest of the citizens of the municipalities in Dade County, Florida in general and in the City of Miami Beach particularly; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Council of the City of Miami Beach, Florida, is opposed to the consolidation plan for police departments, fire departments and courts of the municipalities in Dade County es proposed by the County Manager for the following reasons : 1. That the proposed plan would deprive the City of Miami B?ach of its right of self-government and self-determination and its right to provide higher standards than those provided by Metropolitan Dade County, Florida, such rights having been guaranteed to the City of Miami Beach, Florida and the other cities 'of Dade County under Article 5, Section 5. 02 of the Charter of Metropolitan Dade County, Florida. 2. That the City of Miami Beach, Florida at the present time furnishes an efficient fire and police depart- ment and an efficient municipal court system, which efficiency would be lessened by the proposed plan of the County Manager. 3. That the residents of the City of Miami Beach, Florida would most certainly have an increase in fire insurance premiums because the County Fire Department does not provide the high level of service furnished by the City of Miami Beach Fire Department. 4. That the abolishment of the municipal courts would cause the residents of the City of Miami Beach, Florida, great inconvenience traveling great distances attending Metropolitan Court and waiting long periods of time due to the crowded court calendars of the M.^tropolitan Court. BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA, that for the reasons set forth above, the City Council of the City of Miami Beach, Florida is unalterably opposed to the proposed plan of the County Manager and makes the following suggestions to the County Commission of Metropolitan Dade County, Florida: - 1 - 1. That any and all savings which resulted in a decrease of School Tax millage by a recently enacted Act of the Florida Legislature be passed on to the residents of Dade County, Florida. 2 . That the County Commission establish a tax district in the unincorporated areas of the County to provide funds for a high level of services, such as is presently enjoyed by the residents of Miami Beach, particularly with regard to its police and fire departments . BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Clerk and Finance Director be and she is hereby instructed to send a copy of this resolution to the Dade County Mayor, members of the Dade County Commission, the Dade County Manager, and to all municipalities in Dade County, Florida.
