SOUTH POINTB, PHASE II COMMUNITY DESIGN WORKSHOP
This L.T.C. is to advise you of the outcome of the second Community Design Workshop
(CDW) for Phase II of the South Pointe Neighborhood with regard to the proposed angle
parking in the Historic District. (You will recall that at the City Commission Meeting of April
30, 2003, Commissioner Steinberg requested this information be provided after the CDW.)
The second and last CDW for Phase II of the South Pointe Neighborhood Right of Way
Improvement Project was held on the evening of May 1,2003 at South Pointe Elementary
School. City Staff, Program Managers, and the project Consulting Team Wolfberg-Alvarez
were on hand as well as approximately a dozen neighborhood residents, most of whom
were in attendance at the first CDVV held on March 4, 2003.
Marlo Gutierrez, Project Manager for the Wolfberg-Alvarez consulting team, and his
associates reviewed water, stormwater, streetscape/parking, landscape, and lighting
components of the project. The discussion then turned to the feasibility of including limited
angled parking on portions of Euclid, Jefferson, and Michigan Avenues. Based on
available Right Of Way width, three different angled parking alternatives were discussed:
(1) the existing condition of parallel parking on both sides of the street; (2) angled parking
on one side of the street (to be determined) and parallel on the other; and (3) angled
parking in a median and parallel parking on one side of the street. Alternative 2 was cleady
the preference of residents. :,The consultant concurred, suggesting that if this alternative
was not acceptable, they would recommend parallel parking, on both sides of the street.
Noteworthy was that the proposed Alternative 2 could yield 390-400 parking spaces, in
contrast to the existing 335 legal parking spaces. Examples of the three parking options
are attached for your review, labeled as Alternative 1,2 and 3 respectively, as well as the
parking space analysis.
Residents were reminded that the ultimate decision regarding angled parking was in the
hands of the Historic Preservation Board (except for the area of 2nd to 3rd Street on
Jefferson Avenue which is only subject to staff review since it is not in the Historic District).
The South Pointe Phase II project is tentatively scheduled to go before the Historic
Preservation Board as a discussion item for their meeting of July 8, 2003.
