Resolution 11943 RESOLUTION NO. 11943 WHEREAS, the City Council of the City of Miami Beach, Florida is considering amending Ordinance No. 289, commonly known as the "Zoning Ordinance of the City of Miami Beach, Florida" so as to substitute for Section 16-B "Parking Regula- tions, " a new Section, the same to be numbered and to read as follows : "SECTION 16-B PARKING REGULATIONS In all Parking Districts, hereinafter designated, there shall be provided, in connection with every building hereafter erected, constructed, reconstructed or structurally altered, parking spaces as follows: PARKING DISTRICT NO. 1 is that area in the City of Miami Beach, Florida encompassed by a line drawn as follows: Begin- ning in the intersection of the Mean High Water Line of the Atlantic Ocean and the southerly line of 5th Street produced, proceed westerly along the southerly line of 5th Street to the westerly line of Washington Avenue; then northerly along the westerly line of Washington Avenue to the southerly line of 15th Street; then westerly along the southerly line of 15th Street to the westerly line of West Avenue; then northerly along the westerly line of West Avenue and said westerly line extended to the northerly line of Collins Canal; then easterly along the northerly line of Collins Canal to the westerly line of Lake Pancoast; then northerly along the westerly line of Lake Pancoast and the westerly line of Indian Creek to the northerly line of 44th Street extended; then easterly along the northerly line of 44th Street and the extension thereof to the easterly line of Collins Avenue; then easterly along the south- erly line of Lot A of Indian Beach Corporation Sub. to the Mean High Water Line of the Atlantic Ocean; thence southerly along the Mean High Water Line of the Atlantic Ocean to the Point of Beginning. PARKING DISTRICT NO. 2 is that area in the City of Miami Beach, Florida not included in PARKING DISTRICT NO. 1. DISTRICT NO. 1 parking requirements: a. Single family dwelling; two parking spaces per single family dwelling unit; b. Bungalow Courts or House Courts; two parking spaces per dwelling unit; c. Two, three and four family dwelling; three parking spaces per two dwelling unit; d. Apartment and Apartment Hotels; two parking spaces per three dwelling units which have no separate bedrooms; two park- ing spaces per three one-bedroom dwelling units; five parking - 1 - 7 spaces per four dwelling units with two or more bedrooms; one parking space per two guest rooms without cooking facilities . There shall be such additional parking spaces for accessory uses as are required in paragraph (f) hereof. e. Hotel and Motels; one parking space per two guest rooms, dwelling units or suites; except where access to the in- dividual room, unit or suite is available directly from the parking space without requiring passing through the inner lobby, and where the parking spaces are distributed to serve the individual room, unit or suite and to encourage such direct access, then the parking spaces required shall be - one per guest room, dwelling unit or suite. There shall be such addi- tional parking spaces for accessory uses as are required in paragraph (f) hereof. f. Accessory uses in Multiple Dwelling, Apartment Hotel, Hotel and Motel; one parking space per six hundred (600) square feet of retail, personal services, and/or office floor space; one parking space per ten seats of total combined seating capa- city in public eating and drinking facilities and assembly and meeting rooms for the first 1, 000 seats, and one parking space per 18 seats of such seating capacity in excess of 1, 000 seats. DISTRICT NO. 2 parking requirements, including requirements for accessory uses, shall be the same as provided in District No. 1 except as follows : a. Apartment and Apartment Hotels ; two parking spaces per three dwelling units which have no separate bedrooms; one park- ing space per one-bedroom dwelling unit; three parking spaces per two dwelling units two or more bedrooms; two parking spaces per three guest rooms without cooking facilities. Parking spaces to comply must be hard surfaced and not less than two hundred (200) square feet in area each, with clear access thereto (the area needed for clear access thereto to be in addition to the two hundred (200) square feet required for each parking space aforesaid) and shall be located on the same property contiguous thereto or situated conveniently near, but not to exceed a distance of eight hundred (800) feet there- from, and not to be separated therefrom by any street or alley. Underground parking will be permitted in yard areas pro- vided, however, that no structure in connection therewith shall project above ground more than five (5) feet above grade. Permanent parking spaces shall be provided throughout the life of the building for various types of occupancy as follows : In addition to any and all existing requirements for single family homes, apartment houses and hotels, the following: a. Hospitals : One parking space for one hospital bed. Parking spaces to comply must be hard surfaced and not less than one hundred sixty (160) square feet in area each, with - 2 - clear access thereto, (the area needed for clear access thereto to be in addition to the one hundred sixty (160) square feet required for each parking space aforesaid) and shall be located on the same property as the main building, or on property con- tiguous thereto or situated conveniently near, but not to ex- ceed a distance of eight hundred (800) feet therefrom. Or such other modification of existing parking regulations as the City Council shall find to be proper and necessary. " NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA that a public hearing be and the same is hereby called to be held on the 12th day of October, 1966 at 2:00 o 'clock P. M. in the Council Chambers, City Hall, Miami Beach, Florida, for the consideration of said amendment. BE IT FURTHER RESOLVED that the City Clerk be and he is hereby directed to give fifteen (15) days notice of the time, 1 place and object of said hearing by public notice thereof, published in the Miami Beach Daily Sun, a newspaper of general circulation in said City. PASSED and ADOPTED this 21st day of September, 1966.
