2003-25232 ResoRESOLUTION NO. 2003-25232 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER TO ISSUE A CERTIFICATION OF CONSISTENCY WITH THE CITY'S CONSOLIDATED PLAN TO BARRY UNIVERSITY TO UTILIZE FUN DS PROVIDED DIRECTLY BY THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) THROUGH THE HISPANIC-SERVING INSTITUTIONS ASSISTING COMMUNITIES GRANT (HSlAC) PROGRAM TO PROVIDE COMMUNITY-BASED SERVICES TO THE NORTH BEACH AREA IN MIAMI BEACH. WHEREAS, on July 1, 1998, the Mayor and City Commission adopted the City of Miami Beach Consolidated Plan; and WHEREAS, Barry University is proposing to submit a grant application to the U.S. Housing and Urban Development (HUD) for funding from the Hispanic-Serving Institutions Assisting Communities Grant (HSIAC) Program to provide community-based services to the North Beach area in Miami Beach; and WHEREAS, U.S. HUD requires that applicants for Federal funding submit Certifications of Consistency with the Consolidated Plan from the entitlement jurisdiction where the proposed activities are located; and WHEREAS, Barry University requested that the City issue the required Certification of Consistency with the Consolidated Plan; and WHEREAS, in accordance with the City's adopted Consolidated Plan, each request for a Certification of Consistency with the Consolidated Plan requires City Commission review and approval; and WHEREAS, the Administration has reviewed the proposed activities and found them to be consistent with the Consolidated Plan. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is authorized to issue a Certification of Consistency with the City's Consolidated Plan to Barry University to utilize funds provided directly by the U.S. Department of Housing and Urban Development (HUD) through the Hispanic-Serving Institutions Assisting Communities Grant (HSIAC) program to provide community-based services to the North Beach area in Miami Beach. Item Summary/Recommendation: On May 16, 2003, Barry University requested a Certification of Consistency with the City's Consolidated Plan as part of an application for funds from the U.S. Department of Housing and Urban Development (HUD). Barry University is submitting a grant application to U.S. HUD for $599,000 over a three-year period in grant funding from the Hispanic-Serving Institutions Assisting Communities Grant (HSIAC) Program administered by HUD's Office of University Partnerships. According to the HSIAC grant guidelines, applicants must be accredited and degree-granting public or private not-for-profit institutions of higher education with at least 25 percent or more total undergraduate Hispanic full-time equivalent student enrollment. Specifically, this grant will be used to integrate the students, staff and resources of Barry University with community-based providers serving the North Beach area. Community based organizations currently partnering with Barry University include,but are not limited to, Ayuda, Inc., Jewish Community Services of South Florida, UNIDAD, Miami Beach Community Health Center and Housing Authority of Miami Beach. However, Barry University will continue to meet with North Beach community-based providers to encourage and promote additional partnerships that will enhance the program. Some of the activities proposed by the University include: · Providing professional development training to community partners addressing: customer service, resource development, client assessment, time management, and other topics; · Collaborating with community partners to present monthly public workshops and/or outreach efforts to specific populations focusing on health care access, lead-based paint poisoning, affordable housing and other topics of concern to residents; · Providing counseling services to area schools including Biscayne Elementary and Nautilus Middle; · Providing Americorps and University field placements to assist the City's Office of Children's Affairs, Office of Elder Affairs and Office of Homeless Services with outreach efforts; · Providing remediation services for learning disabled students at Biscayne Elementary on Saturdays at the Log Cabin Training Center; · Providing agency assessments and evaluations for participating partners; and · Providing $200,000 of capital improvements to the City of Miami Beach for ADA and programming-related improvements for the developmentally disabled at the Log Cabin Training Center. U.S. HUD requires that applicants for funding obtain and submit a Certification of Consistency with the Consolidated Plan from the entitlement jurisdiction where the activity is to be located for each application. In accordance with the Consolidated Plan adopted by the City, each request for a Certification of Consistency with the Consolidated Plan requires City Commission review and approval. The Administration has reviewed the documentation submitted by Barry University describing the proposed activities and has concluded that these activities are consistent with the City's Consolidated Plan. The Consolidated Plan identifies long term objectives in Chapter 4, "Five Year Strategy". Under the Non-Housing Community Development Strategy, page 61, the Plan states: "...[t]he increase in the Hispanic population has.., resulted in the need for new or increased programs and services due to the language and cultural differences present in a multi-cultural society...particularly evident in North Beach." The Plan also identifies improvements to public facilities and public services as high priorities.
