2003-25228 ResoRESOLUTION NO. 2003-25228 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, SETTING A PUBLIC HEARING TO CONSIDER THE ESTABLISHMENT OF A MEMORIAL GAZEBO STRUCTURE, TO BE KNOWN AS THE "MAURICE GIBB PAVILION" TO BE ERECTED AT ISLAND VIEW PARK, LOCATED AT 18TM STREET AND PURDY AVENUE. WHEREAS, a request to consider designing, constructing and naming a gazebo, to be erected at Island View Park and known as, the "Maurice Gibb Pavilion", came before the Community Affairs Committee for discussion and recommendation at its meeting on May 20, 2003; and WHEREAS, the Community Affairs Committee considered and reviewed the aforestated request and, after reviewing the proposal in accordance with the established selection criteria, as set forth in Article VI, Section 82-504 of Chapter 82 of the Miami Beach City Code, unanimously recommended that the Mayor and City Commission consider the proposal to design, construct and name the gazebo at Island View Park, to be known as the "Maurice Gibb Pavilion"; and WHEREAS, pursuant to Article VI of Miami Beach City Code, Chapter 82-504, the Mayor and City Commission must now hold a public hearing to consider the aforesaid renaming; and WHEREAS, the design and construction costs of the pavilion will be the responsibility of the Gibb family. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, setting a public hearing to consider the establishment of a memorial gazebo structure, to be known as the "Maurice Gibb Pavilion" to be erected at Island View Park, located at 18th street and Purdy Avenue, is hereby called to be held before the Mayor and City Commission in their Chambers on the Third Floor of City Hall, 1700 Convention Center Drive, Miami Beach, Florida, at l0:31 air on Wednesday, July 2 , 2003, and the City Clerk is hereby authorized and directed to publish appropriate Public Notice of the said Public Hearing in a newspaper of general circulation in the City of Miami Beach, at which time and place all interested parties will be heard. Item Summary/Recommendation: The Administration recommends that the City Commission set the required public hearing to consider the establishment of a memorial gazebo structure, to be known as the "Maurice Gibb Pavilion" and for the Administration to assist the Gibb Family in the design and construction of the Maurice Gibb Pavilion at Island View Park, such cost of design and construction to be the responsibility of the Gibb Family. Advisory Board Recommendation: At the Community Affairs Committee meeting of May 20, 2003, a request was made by the Maurice Gibb Family for the establishment of a memorial gazebo structure, to be known as the "Maurice Gibb Pavilion" to be erected at Island View Park. A motion was made by Commissioner Bower, seconded by Commissioner Steinberg, recommending approval of this request. Date: June 11, 2003 ADMINISTRATION RECOMMENTATION Adopt the resolution. ANALYSIS At the April 24, 2003 Community Affairs Committee meeting, Commissioner Richard Steinberg made a motion, seconded by Vice-Mayor Luis R. Garcia, Jr., for a memorial in the form of a bench and naming of an area of the park in honor of the late Maurice Gibb, such honor not requiring referendum approval. Representatives from the Gibb family were to visit Island View Park located on Purdy Avenue to formulate a recommendation on the bench and a naming location. The item was brought back to the Committee on May 20, 2003 to discuss the request of the Gibb Family after their visit to Island View Park. The Family's vision changed after visiting the park. The family advised the Committee they are now requesting for a gazebo to be constructed in the area located immediately behind where the Island View Park sign is currently posted; and, for the gazebo to be named the Maurice Gibb Pavilion. A motion was made by Commissioner Bower, seconded by Commissioner Steinberg, recommending approval of this request to the City Commission and for the Administration to coordinate a meeting with staff from Capital Improvements Projects Office, Building Department, and the Planning Department for the design of the gazebo. Commissioner Bower expressed concern about the maintenance costs of the gazebo. It was agreed that maintenance costs will be taken into consideration when developing the design of the gazebo. The construction and design costs will be the responsibility of the Gibb Family. During the renovation of Island View Park the neighborhood expressed concerns over the placement of a shelter/gazebo in the park. Pursuant to Chapter 82 of the Miami Beach City Code, the City Commission is required to consider the proposal at a public hearing. As such, the Administration is requesting that a public hearing be set to consider said proposal. CONCLUSION The Administration recommends that the City Commission set the required public hearing to consider the establishment of a memorial gazebo structure, to be known as the "Maurice Gibb Pavilion" to be erected at Island View Park, located at 18th Street and Purdy Avenue, such cost of design and construction to be the responsibility of the Gibb Family.
