2003-25243 ResoRESOLUTION NO. 2003-25243: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA AUTHORIZING THE CITY MANAGER TO TAKE ALL NECESSARY STEPS TO PROVIDE THE PUBLIC WITH THE ABILITY TO REGISTER FOR E-MAIL UPDATES WITH REGARD TO CITY COMMISSION AGENDAS, AFTER ACTIONS, AND MEETING NOTICES, AND TO EXPEDITE THE DEVELOPMENT OF THE CITY'S CAPABILITIES WITH REGARD TO ONLINE PARKING DECAL RENEWALS AND THE SALE OF PARKING CARDS, IN AN EFFORT TO INCREASE CIVIC PARTICIPATION AND CONVENIENCE. WHEREAS, throughout the nation, them is an evolving relationship between government and citizens, whereby citizens are able to replace more time consuming methods of interacting with the government through the use of the Internet; and WHEREAS, according to the United States Department of Commerce, more than 2/3 of the nation is now online and the rate of growth of Interact use is in the millions monthly; and WHEREAS, surveys indicate that over a quarter of adult Americans would prefer to use the Internet over other means of interacting with the government for various informational/transactional purposes, and over 65% of online adults have conducted online government transactions at least once; and WHEREAS, citizens and businesses are more satisfied with their online government experience than with traditional government service delivery; and WHEREAS, online government services provide an efficient and effective means of bringing together citizens and businesses in a network of information, knowledge, and commerce; and WHEREAS, currently, the City provides online services and information to the public by offering the ability to pay utility bills, license fees, and parking tickets online; to apply for various City permits; and to access City forms, documents, and Code provisions; and WHEREAS, the City is in the process of developing capabilities for online parking decal renewals and the sale of parking cards, which process should be expedited; and WHEREAS, in an effort to provide greater online access and convenience, the public should be provided with the ability to register for e-mail updates with regard to City Commission agendas, after actions, and meeting notices. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the City Manager is hereby directed to take all necessary steps to provide the public with the ability to register for e-mail updates with regard to City Commission agendas, after actions, and meeting notices, and to expedite the development of the City's capabilities with regard to online parking decal renewals and the sale of parking cards, in an effort to increase civic participation and convenience.
