A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, ACCEPTING THE RECOMMENDATION OF
THE FINANCE AND CITYWIDE PROJECTS COMMITTEE
AT ITS NOVEMBER 30, 2018 MEETING, TO PROCEED
WITH THE DESIGN PHASE OF NECESSARY BRIDGE
REPAIRS TO FOUR (4) CITY BRIDGES, THAT HAVE A
SUFFICIENCY RATING OF LESS THAN 70 PERCENT.
WHEREAS, the Florida Department of Transportation (FDOT) publishes a bridge
report every two (2) years, which rates all bridges within the City of Miami Beach on a
sufficiency rating scale of up to 100 percent; and
WHEREAS, under the FDOT rating system, a bridge with 100 percent rating is
considered in excellent condition; a bridge with a 70 percent rating is in an acceptable
condition; and anything lower than 70 percent is considered in poor condition, requiring
repairs; and
WHEREAS, pursuant to the 2018 FDOT report, the City has one (1) bridge that
has a sufficiency rating of less than 50 percent (located at 77th Street bridging Biscayne
Point Canal); and
WHEREAS, the proposed cost to repair the bridge is divided into two phases: the
design phase and the construction phase, which cost is determined upon the
completion of the design; and
WHEREAS, the estimated design cost to repair the bridge over the Biscayne
Point Canal is $70,000; and
WHEREAS, the City has three (3) additional bridges with a rating scale of less
than 70 percent: (1) 77th Street over Tatum Waterway, (2) Henedon Avenue over
Biscayne Point Canal, and (3) 73rd Street over Tatum Waterway; and
WHEREAS, Public Works is looking to repair all four (4) bridges with a
cumulative design fee estimated at $280,000; and
WHEREAS, Public Works staff is currently requesting proposals for the design
phase; and
WHEREAS, at its November 30, 2018 meeting, the Finance and
Citywide Projects Committee (FCWPC) recommended funding the necessary design of
the bridge repairs to City bridges that have a FDOT sufficiency rating of less than 70
percent; and
WHEREAS, consistent with the FCWPC recommendation, as part of a budget
amendment, the Administration is seekingan appropriation allocation of $280,000 to
fund the design phase for the repairs to the four bridges with a FDOT rating of under 70
percent.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, hereby, accept the
recommendation of the Finance and Citywide Projects Committee at its November 30,
2018 meeting, to proceed with the design phase of necessary bridge repairs to four (4)
City bridges, that have a sufficiency rating of less than 70 percent.

ANALYSIS
The Florida Department of Transportation (FDOT) publishes a bridge report every two (2) years,
which rates all bridges within the City of Miami Beach on a sufficiency rating scale of up to 100
percent.
Under the FDOT rating system, a bridge with 100 percent rating is considered in excellent condition;
a bridge with a 70 percent rating is in an acceptable condition; and anything lower than 70 percent is
considered in poor condition, requiring repairs.
Pursuant to the 2018 FDOT report, the City has one (1) bridge that has a sufficiency rating of less
than 50 percent (located at 77th Street bridging Biscayne Point Canal). The proposed cost to repair
the bridge is divided into two phases: the design phase and the construction phase, which cost is
determined upon the completion of the design. The estimated design cost to repair the bridge over
the Biscayne Point Canal is$70,000.

Funding for the design phase of the four (4) bridges has been identified, however, funding
requirements for the construction phase for the bridges can only be determined after the completion
of the design phase. Additionally, the estimated construction cost, per bridge, will be determined after
a more thorough inspection and design is completed, as the City is pending an additional FDOT
inspection report for remaining bridges as part of the two year cycle, which inspection may require the
allocation of additional funding due to the condition of the bridges.
At its November 30, 2018 meeting, the Finance and Citywide Projects Committee recommended
funding the necessary design of the bridge repairs to City bridges that have a FDOT sufficiency
rating of less than 70 percent.

Consistent with the FCWPC recommendation, the Administration is seeking an appropriation via a
budget amendment of an allocation of$280,000, to fund the design phase for the repairs to the four
bridges with a FDOT rating of 70 percent
CONCLUSION
The Administration recommends adopting the resolution.
