A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, DIRECTING THE CITY ADMINISTRATION TO
UTILIZE THE FIVE SUCCESS FACTORS SET FORTH IN
VOLUME II OF THE FOURTH NATIONAL CLIMATE
ASSESSMENT REPORT RECENTLY ISSUED BY THE
U.S. GLOBAL CHANGE RESEARCH PROGRAM AND TO
REPORT AND HIGHLIGHT THE CITY'S PROGRESS WITH
REGARD TO THESE FACTORS IN THE MONTHLY
RESILIENCY STRATEGY DEVELOPMENT WORKPLAN
UPDATE PROVIDED TO THE SUSTAINABILITY AND
RESILIENCY COMMITTEE.
WHEREAS, during the past year, the City of Miami Beach ("City") has engaged
its residents, as well as distinguished scientific and engineering consultants and experts
from the Harvard Graduate School of Design, the Center for Resilient Cities and
Landscape at the Columbia University Graduate School of Architecture, Planning and
Preservation, and the Urban Land Institute Advisory Services Panel, and others, to
provide input and analysis for the City's Stormwater Neighborhood Improvement
Program (Program); and
WHEREAS, through its membership in the 100 Resilient Cities, the Center for
Resilient Cities Network, and South East Florida Climate Change Compact, the City has
also recently participated in a Resiliency Accelerator as one of four South Florida
projects subject to immersive workshops that connected multi-disciplinary expertise to
advance strategies for resilient community planning and design; and
WHEREAS, the City has taken the lead among governmental entities in its
efforts to analyze and address sea level rise and climate change, and should further
embrace and utilize the information and adaptation approaches set forth in Volume II of
the Fourth National Climate Change Assessment ("Climate Change Assessment")
report that was released in November 2018 by U.S. Global Change Research Program;
and
WHEREAS, the Climate Change Assessment is a scientific report that is issued
every four years pursuant to.a congressional mandate, and is the product of 13 federal
agencies; and
WHEREAS, with regard to adaptation efforts, Chapter 28 of the report
acknowledges that Miami Beach is currently raising the level of its roads, is building
seawalls to reduce current flooding due to higher sea levels, and is increasing building
elevations in anticipation of rising seas; and

WHEREAS, in addition, in order to develop a comprehensive, interdisciplinary
approach to address challenges related to stormwater management and sea-level rise,
the City recently issued a Request for Qualifications for a Master Design Consultant for
Integrated Water Management and has now entered into negotiations with Jacobs
Engineering Group, Inc., who was the top ranked proposer in the evaluation process;
and
WHEREAS, the most recent Climate Change Assessment concludes that new
approaches can further reduce the risks associated with climate change and that
integrating climate considerations into existing organizational policies and practices
provides adaptation benefits; and
WHEREAS, specifically, the new Climate Change Assessment report sets forth
the following five factors that shape and contribute to the successful adoption and
implementation of adaptation measures by public sector organizations:
1. plans written by a professional staff and approved by elected
officials;
2. community engagement, including the participatory
development of plans; the formation of action teams or
regional collaborations across jurisdictions, sectors, and
scales; and public-and private-sector leaders who champion
and support the process;
3. adaptation actions that address multiple community goals,
not just climate change;
4. well-structured implementation, including the identification of
parties responsible for each step, explicit timelines, explicit
and measurable goals, and explicit provisions and timelines
for monitoring and updating the plans; and
5. adequate funding for the adaptation actions and for
sustained community outreach and deliberation; and
WHEREAS, the City Administration should utilize the aforestated five factors in
guiding its adaptation efforts and should institutionalize resiliency into Citywide planning,
budgeting, and construction; and
WHEREAS, the City Administration should report the City's progress relative to
each of these five factors to the Sustainability and Resiliency Committee through the
Resilient Strategy process and monthly Work Plan updates at Sustainability and
Resiliency Committee meetings to ensure that these guiding principles continue to be
incorporated in the City's resiliency planning and reporting process.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the City Administration to utilize the five success factors set
forth in Volume II of the Fourth National Climate Assessment report recently issued by
the U.S. Global Change Research Program and to report and highlight the City's
progress with regard to these factors in the monthly resiliency strategy development
Work Plan update provided to the Sustainability and Resiliency Committee.
