Resolution 76-14959 RESOLUTION NO. 76-14959 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA, REQUESTING METRO- POLITAN DADE COUNTY TO TAKE IMMEDIATE AND APPROPRIATE ACTION TO SAFEGUARD THE SAFETY OF MOTOR TRAFFIC USING THE BRIDGE OVER COLLINS CANAL AT WEST AVENUE AND DADE BOULEVARD. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF THE CITY OF MIAMI BEACH, FLORIDA, that Metropolitan Dade County be and it is hereby formally advised of the official dissatisfaction and discontent of the City of Miami Beach, its residents, citizens and taxpayers, as to the design and construction of the bridge con- structed, over Collins Canal and connecting West Avenue with Dade Boulevard; BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA, that Metropolitan Dade County be further formally advised that it is the finding and determination of the City Council of the City of Miami Beach, Florida, following the 'detailed, extensive and comprehensive examination of the facts and factors involved in the design and construction of said bridge, that said bridge constitutes a major traffic hazard and is a continuing peril to the life and limb of all motorists using not only the said bridge but also eastbound traffic on Dade Boulevard; BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA, that the immediate attention of Metro- politan Dade County be called to the fact that eastbound traffic on Dade Boulevard is not properly or adequately warned of the left-hand turn at Purdy Avenue from Dade Boulevard and that the minimal and basic precautions required, for immediate and tem- porary relief, requires the installation of proper advisory and directory signs and appropriate channelization of traffic prior to arrival at this intersection, or, as a last resort, that the left- hand turn be eliminated; BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA, that Metropolitan Dade County be further advised that the second major concern of the City Council is the lack of proper signs and traffic channelization for eastbound traffic on Dade Boulevard between Purdy Avenue and said bridge; BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA, that the foregoing measures are recom- mended only as emergency and temporary expedients mandatorily required for the minimal protection to motorists using said bridge and said thoroughfares and that Metropolitan Dade County, should immediately initiate action to review the entire design and possible defects of the entirety of said bridge; BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA, that Metropolitan Dade. County be and it is hereby formally requested to institute immediate studies of the situation hereinabove delineated and set forth and, following such report and investigation, that the City Council of the City of Miami Beach be furnished with an appropriate thorough and compre- hensive structural engineering report in addition to the report of Metropolitan Dade County Traffic Engineers; OFFICE OF THE CITY ATTORNEY 1130 WASHINGTON AVENUE - MIAMI BEACH, FLORIDA 33139 BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA, that copies of this resolution be trans- mitted to appropriate officials of Metropolitan Dade County.
