A RESOLUTION CREATING A CULTURAL ADVISORY BOARD
OF THE CITY OF MIAMI BEACH; PROVIDING FOR MEM-
BERSHIP; TERM OF OFFICE; ORGANIZATION OF THE
BOARD; AND DUTIES, FUNCTIONS AND RESPONSIBILITIES
THEREOF.
WHEREAS, the citizens and residents of the City of Miami
Beach have historically possessed and do now aspire to a position
of preeminence in the spheres of Culture, the Beaux and Belles
Arts, as well as the Belles Lettres, and
WHEREAS, the citizens and residents of the City of Miami
Beach need only leadership and guidance to create a modern and
inspired renaissance of Culture and the Fine Arts within the City
of Miami Beach, and
WHEREAS, it is the finding of the Mayor and City Commis-
sion of the City of Miami Beach that there is no reason extant why
the City of Miami Beach should not become the apogee in the realm
of Culture and the Fine Arts so as to become the first and foremost
' City in the nation in its preeminence in said artistic endeavors,
and
WHEREAS, excessive emphasis has heretofore been bestowed
in the City of Miami Beach upon crass and mundane activities
devoid of the spirit, hunger and thirst for the satisfaction of
the aesthetic strivings of humanity and which have lead and con-
tinued to inspire pilgrimages to Athens, Rome, Florence, Venice,
and Milan, and
WHEREAS, it is apparent and obvious to all that there is
no reason why the City of Miami Beach should not be the focal
point and gathering place of artists, writers, sculptors, and
other devotees of the Fine Arts so as to surpass and excel other
centers of Culture such as La Jolla, California; Tanglewood,
Massachusetts; Bucks County, Pennsylvania; and Provincetown,
Massachusetts; and
WHEREAS, only inspired and enthusiastic leadership and
inspiration is required to attain these laudable objectives and
aspirations of the people of the City of Miami Beach;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that a Cultural Advisory Board
be and the same is hereby created; said Board shall consist of
three (3) members to be selected by the Mayor from persons repre-
sentative of the leadership in cultural affairs of the City of
Miami Beach, and they shall serve at the pleasure of the Mayor;
the Board shall have the following duties, functions, powers, and
responsibilities:
1. To formulate and present plans to the Mayor and the
City Commission of the City of Miami Beach for the advancement,
enhancement and the dissemination of all of the Fine Arts, includ-
ing. Beaux Arts, Belles Arts and the Belles Lettres, in the City of
Miami Beach.

2 . To devise ways and means of communicating with
recognized leaders in the field and domain of all the Cultural
Fine Arts to obtain their cooperation and assistance in transform-
ing the City of Miami Beach into a Cultural Arts Center which will
be preeminent not only in this nation, but also the entire world.
3 . To formulate and present to the Mayor and the City
Commission of the City of Miami Beach plans for extending within
the permissible limits of the Charter of the City of Miami Beach,
aid and assistance to artists of every nation for the presentation
of shows and exhibits of their artistic productions .

4 . To communicate with all the universities in the
State of Florida and other universities throughout the nation for
aid and assistance in the formulation of the development of Art
Centers and the inspirationand dissemination of art throughout
the City of Miami Beach.
5. To perform such other duties as may from time to
time be assigned to it by resolution of the Mayor and City Com-
mission.
It is the purpose and intent of the Mayor and City •
Commission that the creation of this Board shall in no way be
deemed to be an impingement, impairment, diminution, or conflict
with the jurisdiction of any existing board or committee of the
City of Miami Beach, and it is further the intent of the Mayor and
City Commission that the proper prerogatives and the appropriate
jurisdiction of any existing board or committee shall be uneffected
and unimpaired by the powers, authority and jurisdiction hereby
conferred on the City of Miami Beach Cultural Advisory Board.
The powers and jurisdiction of the Board shall be purely
advisory, voluntary, and persuasive. The Board shall have no
power to appoint city officers or employees or to make policy
decisions.
The City Manager of the City of Miami Beach is hereby
directed and authorized to furnish, supply and make available to
the Board suitable and proper accommodations for the transaction
of the business of said Board. The Board shall submit to the City
Commission and to the City Manager interim and periodic reports as
to the performance of its duties and responsibilities as herein-
above delineated.
