A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING
THE CREATION OF A HURRICANE DEFENSE COM-
MITTEE OF THE CITY OF MIAMI BEACH.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, that there is hereby established and created
a Hurricane Defense Committee of the City of Miami Beach, Florida,
to consist of and to comprise the following persons : the City
Manager or his duly authorized representative; the Chief of the
Police Department; the Chief of the Fire Department; and a repre-
sentative of the City Attorney' s office, each of whom shall be
deemed ex officio members thereof; and five citizens of the City
of Miami Beach to be named and designated by the Mayor and who
shall be skilled and knowledgeable in matters pertaining to hurri-
cane disaster, preparation and relief . Said citizen members shall
serve at the will of the Mayor, shall receive no compensation for
their services, but shall be reimbursed for their lawful expenses
incurred in the performance of their duties hereunder.
BE IT FURTHER RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the said Hurricane Defense
Committee shall be vested with the following powers and responsi-
bilities relating to hurricane preparation, defense and relief :
1 . That following the adoption of this resolution, said
Committee shall meet for the purpose of holding an organizational
meeting and the formulation of an appropriate chain of command
therein.
2 . That upon the sounding of a hurricane watch issued
by the United States Weather Bureau, the said Committee shall
convene forthwith in the office of the City Manager, or such other
proper and suitable place as may be determined to be feasible and
appropriate.
3 . The said Committee shall then and there be responsible
for the following:
(A) The making of proper and suitable plans for
the utilization of City personnel, departments, agen-
cies, services, facilities, equipment, and supplies
for the preparation of appropriate protection measures
for the lives, safety and preservation of the residents
of the City and their property;
(B) The taking of all necessary measures for the
protection of the City' s residents;
(C) To administer and coordinate all hurricane
preparation and defense activities and preparations
within the City; establish emergency relief centers;
formulate plans for aid and assistance to the members
of the public and the preservation of their lives,
safety and property; be authorized to geographically
divide the City into districts and designate an appro-
priate member of the Committee to be in charge thereof;
said district heads to coordinate and cooperate with
each other in the execution of defense and relief pro-
grams formulated by the Committee;

(D) To make and continue liaison with Dade County,
the City of Miami and neighboring municipalities and
their respective police, fire, health and emergency
and lifesaving departments;
(E) To render periodic reports of its activities
to the City Commission;
(F) To make and adopt such other measures as shall
be necessary to make effective its responsibilities as
hereinabove delineated and set forth.
