Resolution 78-15737 • RESOLUTION NO . 78-15737 A RESOLUTION AWARDING CONTRACT FOR CONSTRUCTION OF • THE MIAMI BEACH MARINA TO ATLANTIC FOUNDATION CO . , INC . , IN THE AMOUNT OF $1 ,386 ,000. WHEREAS ,, on July 25 , 1978 , bids were called under Invita- tion to Bid No . 102-78 for the construction of the Miami Beach Marina , MP-36 ; and WHEREAS , the Invitation to Bid was mailed to seventy-two firms and was duly advertised ; and WHEREAS , on August 22 , 1978 , only one bid was received and was publicly opened and read , being in substance as set forth in Commission Memorandum No . 7132 , dated October 18, 1978, said bid being in an amount in excess of the funds available for such project ; and WHEREAS , the City of Miami Beach received a $3 ,018 ,000 Federal grant from the Economic Development Agency for construc- tion of the Miami Beach Marina , of which $1 ,632 ,000 has been committed for design , construction and inspection of the break- water , leaving a balance of $1 ,386 ,000 available for the pier construction ; and WHEREAS , negotiations with Atlantic Foundation Company , Inc. , to reduce the cost by a Change Order , which is permissible by the Economic Development Agency, has effected a reduction from the total of the base bid less deductives so that the::negotiated total cost of said project is now $1 , 386 , 000 , and is within the balance of the Federal funds available ; NOW , THEREFORE , BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH , FLORIDA, that said contract be awarded to Atlantic Foundation Company , Inc . , in the amount of $1 ,386 , 000 which includes the work of Deductive Alternates D-7 and D-8 , and Change Order Number 1 , together with a 90-day extension of time for construction of the dockmaster pier ; BE IT FURTHER RESOLVED that said award is subject to the contractor meeting all conditions of the Federal Grant and the approval of the Economic Development Administration , U . S. "Miami Beach Marina, MP-36" • Amount: $1,386,000 (This award includes Change Order No. 1, a decrease of $248,000 from the adjusted Base Bid of $1,634,000 which . includes Deductive Alternates D-1 through D-6, and time extension of 90 days for construction of dockmaster pier) .On July 25, 1978, bids were called under Invitation to Bid Number 102-78 for subject work. The Invitation to Bid was mailed to 72 firms and was advertised in two newspapers. • On August 22, 1978, one (1) bid was received and was publicly opened and ' read. The bid provided for a Base Bid to include A, B, C, D, dockmaster piers and a charter boat dock, and Deductive Alternates D-1 through D-8 to the Base Bid permitting a reduction in the extent of work. The bid received is as follows: • BASE BID TOTAL OF BASE BID NAME OF BIDDER - COMPLETE LESS DEDUCTIVES Atlantic Foundation Company, Inc. . $3,210,000 $1,621,000 - Of the eight (8) Deductive Alternates, it is desirable that D-7 and D-8, in the sum of $13,000 providing for aggregate surfacing on the piers, be1 . included in the work. This would bring the total of Base Bid less Deductive . Alternates to $1,634,000. The City received a $3,018,000 federal grant from the Economic Development . Agency for constructing the South Shore Marina of which approximately . $1,632,000 has been committed for design, construction, and inspection of the, Breakwater. A balance of $1,386,000 remains and is available for the pier construction. Negotiations with the contractor to reduce the cost by a change order, 'which is permissible by the Economic Development Agency, . has effected a 'reduction from the total of base bid less deductives in the amount of $248,000. That negotiated total cost is now $1,386,000 and is within the balance'of the federal funds. . • Change Order Number 1 eliminates all utility construction on the shore and platform required for the dockmaster's offices. These items can be included at a later date when funds become available. Our consulting engineers have reviewed the change order and recommend its approval. • 30 . . DATE IO •,a • 71) Award of Contract for Bid Number 102-78 "Miami Beach Marina, MP-36" October 18, 1978 The award of this contract was delayed to allow the Miami Beach Redevelopment Agency time to obtain additional funding. However, the bids will expire and an award should be made at the meeting of October .18, 1978, to allow additional time for the agency funding the entire contract. The contractor has agreed to perform the work under Change Order Number 1 without additional cost within the next 90 days. Also, Deductive Alternates 1 through 6 would be constructed at no additional cost within the first 30-day period, 1% increase in cost during the second 30-day period, and an additional 1% increase in cost in the third 30-day period. The City Attorney has reviewed this matter and advised that an award can be made including Change Order Number 1. RECOMMENDATION: The Administration recommends that the City Commission award the contract to Atlantic Foundation Company, Inc. , in the amount of $1,386,000, which includes the work of Deductive Alternates D-7 and D-8, and Change Order Number 1, together with a 90-day extension of time for constructing the dockmaster pier. The award is subject to the contractor meeting all the conditions of the grant and the approval of the Economic Development Administration, U.S. Department of Commerce.
