Resolution 2019-30670RESOLUTION NO. 2019 -30670 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE NEIGHBORHOOD /COMMUNITY AFFAIRS COMMITTEE, AT ITS DECEMBER 14, 2018 MEETING, AND APPROVING EXPANDED GOLF PRIVILEGES AT MIAMI BEACH GOLF CLUB AND AT NORMANDY SHORES GOLF CLUB FOR MEMBERS OF MIAMI BEACH SENIOR HIGH AND NAUTILUS MIDDLE SCHOOLS' GOLF TEAMS, AND AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND INCORPORATE THE TERMS OF THE EXPANDED GOLF PRIVILEGES IN THE CITY'S MANAGEMENT AGREEMENTS FOR THE AFORESTATED GOLF CLUBS. WHEREAS, on December 12, 2018, the City Commission referred a discussion to the Neighborhood /Community Affairs Committee ( "NCAC") to create free, year -round practice accommodations for Miami Beach Senior High and Nautilus Middle Schools' golf teams at Miami Beach golf course locations; and WHEREAS, at the December 14, 2018 NCAC meeting, the Committee moved the Parks and Recreation Department's proposed golf teams' practice schedules, as modified, to the City Commission with a favorable recommendation; and WHEREAS, currently, members of Miami Beach Senior High and Nautilus Middle Schools' golf teams have access to Miami Beach Golf Club ( "MBGC ") throughout their regular golf season, on designated days, and includes unlimited range /bucket of balls; and WHEREAS, Miami Beach Senior High School's golf season runs from August to mid - October, during which time their golf team currently has access to practice at MBGC Monday through Friday; and WHEREAS, Nautilus Middle School's golf season runs February to March, during which time their golf team currently has access to practice at MBGC on Wednesdays; and WHEREAS, the Administration proposed the following expanded year -round practice and playing privileges for members of both teams, during the days and times designated below, subject to practice facility and golf course availability and the terms and conditions set forth herein; and WHEREAS, expanded in- season access at MBGC and at Normandy Shores Golf Club (the "NSGC ") includes Sunday to Friday after 3:00 p.m., access to the practice facility, unlimited range /bucket of balls for players at both courses, two scheduled matches per season and, if course usage is running slow, the team will be allowed to walk 9 holes, all subject to practice facility and golf course availability; and WHEREAS, expanded off- season access at MBGC includes Sundays and Tuesdays after 3:00 p.m. for use of the course and Sunday through Friday after 3:00 p.m. for range access, unlimited buckets of balls and, if course usage is running slow, the team will be allowed to walk 9 holes, all subject to practice facility and golf course availability; and WHEREAS, expanded off - season access at NSGC includes Sunday through Friday after 3:00 p.m. and Sunday through Friday after 3:00 p.m. for range access and unlimited buckets of balls, subject to practice facility and golf course availability; and WHEREAS, as part of the proposed policy, team members will be expected to review and sign the golf course rules and regulations prior to usage of the facilities; and WHEREAS, Miami Beach Golf Club is evaluated as one of the top 2% of municipal golf facilities in the United States and golfers have a level of expectation with overall facility service that is commensurate with MBGC's premier golf course status and as such, team members are expected to adhere to the rules and observe customary golf etiquette during use of the golf facilities; and WHEREAS, a team member's failure to comply with golf course rules and etiquette will result in the loss of privileges for the team member; and WHEREAS, the Administrator and /or Athletic Director from both Miami Beach Senior High and Nautilus Middle school will be required to submit their team roster to the City's Parks and Recreation Athletic Manager, at the start and end of the Miami Dade County Public School year, and the roster will determine which participants are eligible for golf practice and privileges; and WHEREAS, use of such privileges at the above - referenced golf courses by the team members at the aforestated Schools is non - transferable and does not extend to a team member's parent or guardian; and WHEREAS, team members must present their school ID upon registration /check -in at the respective golf club, may reserve tee times 24 hours in advance, and must register in the pro shop to obtain practice balls, must always be cleared by the starter prior to teeing off, and must give priority to club members and guests by allowing them to play through; and WHEREAS, depending on demand, team members may be paired up in order to maximize utilization of the course, and both Course Management and the City Administration reserve the right to decide player groupings. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the Neighborhood /Community Affairs Committee, at its December 14, 2018 meeting, and approve expanded golf privileges for members of Miami Beach Senior High and Nautilus Middle Schools' golf teams as set forth herein, at Miami Beach Golf Club and Normandy Shores Golf Club, and authorize the City Manager to negotiate and incorporate the terms of the expanded golf privileges in the City's management agreements for the aforestated Golf Clubs.
