A RESOLUTION AUTHORIZING CREATION AND MAINTENANCE
OF AN IMPREST CHECKING ACCOUNT FOR THE CULTURAL
AFFAIRS DIVISION WITH PAN AMERICAN BANK OF MIAMI
BEACH; AND REPEALING RESOLUTION NO. 77-15459 .
WHEREAS, the Accounting Division is writing an average of
ten checks daily to pay for professional services (instructors, enter-
tainers and other professionals) incurred by the Cultural Affairs
Division and ninety percent of these checks range in amounts from $25
to $30 with approximately three or four of these checks written weekly
in the amount of $200 each; and
WHEREAS, the cost of handling these vouchers on a daily basis
is about $25 per check and the processing of these checks usually dis-
rupt the normal flow of documents, creating some inefficiency in the
Division; and
WHEREAS, in order to reduce the handling cost for the writing
of these checks and improve the efficiency of the Division, the City
'Manager has recommended the creation of an "Imprest Checking Account
for the Cultural Affairs Division" with the Pan American Bank of Miami
Beach,. in the amount of $3, 000 for the purpose of making payments for
said professional services;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA:
1. An imprest checking account in the amount of $3, 000 be
established at the Pan American Bank of Miami Beach. ,,
2. That the four following employees be authorized to sign
professional services checks and that two signatures be
required on each check:
(a) John I . Phillips
(b) Joseph N. Sumrall
(c) Izzie Binstock
(d) Louise Morlang
3 . Either Mr. Phillips or Mr. Sumrall must sign each check.
The signature of Mr. Binstock or Ms. Morlang, alone,
is not sufficient.
4 . That the maximum amount to be paid by such checks by $230. 00 .
5. That a full accounting be rendered by the Cultural Affairs
Division each time reimbursement of the checking account
is requested.
6 . That checks be prepared in two record-keeping and auditing
copies.
7. That Resolution No. 77-15459 be and the same is hereby
repealed.
