Resolution 79-15847 • RESOLUTION NO. 79- 15847 A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF UNDERSTANDING WITH THE RETIRED SENIOR VOLUNTEER PROGRAM (RSVP) OF DADE COUNTY, FLORIDA, DEPARTMENT OF HUMAN RESOURCES , ELDERLY SERVICES DIVISION. WHEREAS , the City of Miami Beach, Florida,. desires to participate in the RSVP Program as a Volunteer Station, and WHEREAS , there would be no direct cost to the City for these volunteer services, and WHEREAS , to implement the RSVP Program requires the execution of a Memorandum of Understanding with Metropolitan Dade County, Florida, the terms of which are familiar to the City Commission, the entry into which has been recommended by the City Manager, and which has been approved by the City Attorney 'as to legal form and sufficiency; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager be and is hereby authorized and directed to execute the said Memorandum of Understanding in the name of and on behalf of the City of Miami Beach. The Retired Senior Volunteer Program will provide transportation for Senior Atmteers between their homes and the Volunteer Station (or assignment) by: Providing vehicular transportation for Senior Volunteers. . x Reimbursing Senior Volunteers directly for transportation costs in __x accord with RSVP policies. Combination (as follows) V.EALS When a meal period occurs during the Senior Volunteers' hours of service, meal will be provided or paid for by The Volunteer Station. OTHER OUT-OF-POCKET EXPENSES The following additional out-of-pocket expenses 11 be reimbursed for Senior Volunteers and paid by: Volunteer Station (as follows) ____ I`1A - ,. RECRUITMENT AND SELECTION Volunteers will be recruited, interviewed and selected by the Retired Senior Volunteer Program before being enrolled in RSVP and referred to the Volunteer Station for placement. 11 . INSURANCE COVERAGE The following insurance will be provided. by the Retired Senior Volunteer Program: Senior Volunteer Accident Insurance. 12. SEPARI,:ION FROM VOLUNTEER SERVICE The Volunteer Station may request the removal of a Senior Volunteer at any time. The Retired Senior Volunteer Program may recall a Senior Volunteer at any time. A Senior Volunteer may resign from service to a Volunteer Station or from the Retired Senior Volunteer Program at any time. Discussion . of individual separations will occur between RSVP staff, staff at the Volunteer Station and theSenior Volunteer to clarify the reasons, resolve conflict or to take remedial action. 13. CONSULTATION AND EVALUATION Volunteer Station and RSVP staff will confer regularly to assess the progress and needs of the program. RSVP personnel may visit the Volunteer Station at any time. U. VOLUNTEER REPORTS The Volunteer Station will collect and validate Volunteer leport forms and transmit them to the Retired Senior Volunteer Program. • 15. ACCIDENT REPORTS The Volunteer Station will make such investigations and prepare such reports as requested by the Retired' Senior Volunteer Program regarding Mishaps involving Senior Volunteers. . ? 5. RELIGIOUS ACTIVITIES The Volunteer Station will not request, assign, nor permit Senior Volunteers to conduct or engage in religious, sectarian or political activity I or instruction,. or to participate in any construction or partial construction to he used for religious purposes. . 17DISPLACEMENT OF EMPLOYEES The Volunteer Station will not assign volunteers to any assignment whi ch would displace employed workers or impair existing contracts for services . 13. PROHIBITION OF DISCRIMINATION The Volunteer Station will actively comply with rrovisions of Title VI of the Civil Rights Act of 1964. 9. it NDHENTS This Memorandum of Understanding may be amended .at any time in writing by concurrence of the parties hereto.
