A RESOLUTION PETITIONING THE FLORIDA DELEGATION
TO THE UNITED STATES CONGRESS TO SEEK THE RESTO-
RATION OF THE FOOD STAMP PROGRAM TO ITS FORMER
LEVEL AND TO INCREASE THE VALUE OF THE STAMPS
TO A LEVEL COMMENSURATE WITH THE INCREASING
COST OF FOOD; AND URGING THE ADOPTION OF S. 928 ,
A BILL TO AMEND THE FOOD STAMP ACT OF 1977.
WHEREAS, severely restrictive regulations were recently
issued from Washington, D.C. concerning the Food Stamp Program; and
WHEREAS, past guidelines and rules for determining the
level of income needed for eligibility to participate in the Program
were sufficiently flexible to permit participation by those persons
who have unusually high medical expenses and drug bills, and who
are typically in the older age group; and
WHEREAS, the new regulations which only have a "standard"
inflexible deduction have eliminated the possibility of adjusting
the required minimum income level to accommodate persons hard hit
, by various misfortunes, particularly the ill and aged; and
WHEREAS, disallowance of medical expenses as a separate
deduction from income level when determining food stamp eligibility
has resulted in many older persons depriving themselves of needed
medication and thereby seriously adversely affecting their health; and
WHEREAS, on April 9, 1979 Senator Richard Stone introduced
S. 928, a bill to amend the Food Stamp Act of 1977; and
WHEREAS, this bill will provide some financial relief to
elderly and disabled households that have been adversely affectecU:by
the recent implementation of this new statute; and
WHEREAS, this bill will allow an elderly household, (age 60
and over) an excess medical care deduction for that portion of the
actual cost of medical expenses in excess of the standard deduction; and
WHEREAS, this bill would aid only the elderly and disabled
households who are suffering serious consequences as a result of the
1977 Act,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that extreme dissatisfaction with
the recent imposition of severly restrictive regulations concerning
standards of eligibility for determining the amount of food stamps to
be awarded persons in need is hereby expressed,
• BE IT FURTHER RESOLVED BY THE CITY COMMISSION OF THE CITY
• OF MIAMI BEACH, FLORIDA, that the Florida Delegation to the United
States Congress be and it is hereby petitioned and memorialized to
consider favorably and to adopt at the earliest possible time during
its said session, S. 928 , a bill to amend the Food Stamp Act of 1977 ,
BE IT FURTHER RESOLVED BY THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, that a copy of this Resolution be transmitted
to the President, Secretary of Agriculture, to each member of the
. Florida Delegation to the United States Congress and to the Speaker
of the House of Representatives and to the President of the Senate of
the United States of America.and Secretary of Health, Education & Welfare.
PASSED and ADOPTED this 25th day of April , 1979.
