Resolution 79-15922 RESOLUTION NO. 79-15922 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH FOR THE MEMORIALIZATION OF THE PUBLIC SERVICE COMMISSION TO CONSIDER SCHEDULING A SERIES OF RATE HEARINGS IN DADE COUNTY FOR THE PURPOSE OF TAKING TESTIMONY RELATIVE TO A VARIETY OF ISSUES AFFECTING SOUTHERN BELL TELEPHONE AND TELEGRAPH COMPANY; AUTHORIZING THE CITY MANAGER, WITH ASSISTANCE FROM THE CITY ATTORNEY, TO INTERVENE IN THE NEXT GENERAL RATE CASE INSTITUTED BY OR AFFECT- ING SOUTHERN BELL TELEPHONE AND TELEGRAPH COMPANY BEFORE THE FLORIDA PUBLIC SERVICE COMMISSION, THE PURPOSE OF SUCH INTERVENTION BEING TO SEEK A REDUCTION IN THE RATES FROM TWENTY-FIVE CENTS TO TEN CENTS FOR LOCAL CALLS MADE FROM PUBLIC COIN TELEPHONES LOCATED ON GOVERNMENT OWNED PROPERTY. WHEREAS, the City Commission of Miami Beach has determined that it would be in the best interest of the City of Miami Beach and its citizens to reduce the rates charged for coin telephones in government owned public parks and recreational facilities; and WHEREAS, the City Commission has determined that the price of a local phone call from a coin telephone in government owned public parks and recreational facilities should be ten cents ($.10) per call; and WHEREAS, the current charge for local calls from coin telephones in government owned public parks and recreational faci- lities is twenty-five cents ($ . 25) ; and WHEREAS, the Florida Public Service Commission, pursuant to the General Subscriber Services Tariff, § A7 . 1. 4 , has deter- mined that in certain instances it is not appropriate to charge twenty-five cents ($. 25) per local call, and these exceptions already include, among others, nursing homes, governmental low-rent housing and public schools; and WHEREAS, the same philosophy underlying these exceptions, i.e. , to benefit the public and to promote the welfare of those people using these facilities, is applicable to public coin phones in government owned public parks and recreational facilities; and WHEREAS, the appropriate agency to consider this desired change is the Florida Public Service Commission; NOW, THEREFORE, BE IT RESOLVED BY THE MIAMI BEACH CITY COMMISSION that the City Manager, with the appropriate assistance from the City Attorney, be and is hereby authorized to intervene in the next general rate case instituted by or affecting Southern Bell Telephone and Telegraph Company before the Florida Public Service Commission, the purpose of such intervention being to seek a reduction in the rates for local calls from- public coin telephones from twenty-five cents ($ .25) to ten cents ($ . 10) in government . owned public parks and recreational facilities.
