A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, EXTENDING THE MORATORIUM
ON THE DOCKAGE OF HOUSEBARGES IMPOSED BY RESO-
LUTION NO. 78-15745 UNTIL THE PROPOSED HOUSEBARGE
ORDINANCE IS ADOPTED AND IN FULL FORCE AND EFFECT.
WHEREAS, the City Commission of the City of Miami Beach, .
Florida, has previously determined that there exists in the City of
Miami Beach, conditions with respect to the mooring of houseboats
_ :and housebarges which are of grave consequences to the health, safety
and welfare of the residents of the City of Miami Beach; including,
but not limited to problems of water pollution, land use management
and control, and a lack of sound construction of many houseboats and
housebarges; and
WHEREAS, the City Commission of the City of Miami Beach,
passed and adopted Resolution No. 78-15745 declaring a nine (9) month
, moratorium, effective October 18 , 1978, on the docking or mooring of
housebarges within the City of Miami Beach which were not continuously
docked or moored within the City on or before October 18, 1978; and
WHEREAS, the City Commission of the City of Miami Beach,
directed that during the moratorium the Planning Board, the Marine
Authority and the City' s administration shall make such studies, sur-
veys, and hold such public hearings as they shall deem necessary,
and formulate such proposed ordinances as they deemappropriate; and
WHEREAS, such proposed ordinance has been drafted and was
given first reading by the City Commission on July 18, 1979; and
WHEREAS, a public hearing will be held on Wednesday,
October 3,: 1979, commencing at 2 :00 p.m. to consider the adoption
of the proposed housebarge ordinance; and
WHEREAS, the moratorium imposed by Resolution No. 78-15745
expires on July 18, 1979, prior to the final adoption of the proposed ,
ordinance;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION

OF THE CITY OF MIAMI BEACH, FLORIDA, that the moratorium on the dockage
of housebarges imposed by Resolution No. 78-15745 be extended until
the proposed housebarge ordinance is adopted and in full force and effect.
