Resolution 77-15478 RESOLUTION NO. 77-15478 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI BEACH AUTHORIZING THE ISSUANCE OF A PROCLAMATION EXPRESSING ITS APPRECIATION AND GRATITUDE, AND THAT OF THE COMMUNITY, FOR THE PUBLIC SERVICE OF COUNCILMAN AND VICE MAYOR HAROLD SPAET. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA, that the following measure be recorded in the Official Minutes of this body, and be promulgated throughout the City of Miami Beach: PROCLAMATION BY VIRTUE OF THE POWERS vested by the Legislature of the State of Florida, in the City Council of the City of Miami Beach, Florida, and in the individual members thereof, be it hereby proclaimed that COUNCILMAN AND VICE MAYOR HAROLD SPAET by these presents be hereby officially apprised that this City Council, each member thereof, and on behalf of the citizens and residents of the City of Miami Beach, Florida, are profoundly and immeasurably appreciative and grateful for the integrity, selfless devotion to duty and exemplary manifestation of perfection and genius in the legislative and policy-making function of his high office as Councilman of the City of Miami Beach. He has served the City of Miami Beach and its citizens and residents continuously and uninterruptedly from November 7, 1974, to November 2 , 1977, and because of the heavy demands of his professional practice and intentions to become a candidate for State Legislative Office, he is compelled not to seek reelection to said office. His tenure in said office has been marked and characterized by the expenditure of countless hours and immeasurable energy. His dedication to duty; his clarity of intellect; and his impeccable and far-seeing judgment has been an inspiration to his fellow Councilmen and to all those who labored with him. This City Council did, on August 3, 1977, duly elect the said Harold Spaet to the office of Vice Mayor of the City of Miami Beach, Florida, and he thereupon held said office until the expiration of his term as Vice Mayor, and was called upon by his fellow Councilmen to serve repeatedly thereafter as Mayor Pro Tem. His tenure in office as Councilman and Vice Mayor as well as that of his fellow Councilmen, coincided and was contem- poraneous with vital and most critical chapters in the history of the community and of its citizens, when problems of unprecedented and overwhelming gravity confronted the City Council, and the determination of which was fraught with utmost consequence for the future of the City. When his duties as Vice Mayor called him to the presiding chair of the City Council, his spirit of imperturb- able equanimity evoked an atmosphere of dispassionate deliberation imperative to the proper councilmanic determination of issues of overwhelming concern to the citizens of the community. The said Harold Spaet, as Councilman and Vice Mayor, unfailingly manifested a temperament of judicial courage and impartiality and his tenure of office was characterized by a OFFICE OF THE CITY ATTORNEY - 1700 CONVENTION CENTER DRIVE -MIAMI BEACH,FLORIDA 33139 pervading brilliance which transformed the crucible of acrimonious debate into a uniting mould of compassion, sympathy and under- standing. The warm and glowing aura of his magnanimity invariably dispelled the vexations which afflict the spirit in times of stress . His profound and unequaled knowledge of governmental science and legislation proved to be, upon times without number, of inestimable value to his colleagues and to the community at large. The list of accomplishments as Councilman and Vice Mayor included Public Housing for Senior Citizens; a Youth Center for the activities of the younger citizens; a cultural Theater of the Performing Arts; an incomparable Civic Center and Convention Hall; a City Hall envied by all; an Adjunct Library; Community Centers; the Restoration of the Beaches; the Redevelopment Project; and the all-surpassing Miami Beach Marina. His voluntary and temporary withdrawal from the govern- mental arena is evocative of the most profound regret by his fellow Councilmen, and affectionate constituency. It is a consummation devoutly to be wished that the said Harold Spaet will in the future again devote his noble spirit of sacrifice and dedication to the enhancement and improvement of the City, County, State and the Nation. BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA, that a certified copy of this Resolution and Proclamation be presented to the said Harold Spaet.
