A RESOLUTION REAFFIRMING THE ESTABLISHMENT
OF A 911 COMMUNICATIONS SYSTEM WITHIN THE
CITY OF MIAMI BEACH.
WHEREAS , pursuant to State of Florida Statute 365. 171 , effective
July 1 , 1974, which mandated that each entity of local government install a
911 type emergency communication system, actions were taken by the City of
Miami Beach, as follows:
1 . Resolution No. 75-15782 was adopted by the City Council on
August 6, 1975, authorizing the City Manager to negotiate an agreement with
Southern Bell Telephone and Telegraph Company, with the specific intent to
make arrangements necessary to implement the provisions of the State Act
enabling a 911 type emergency system for the City of Miami Beach.
2. Resolution No. 76-15017 was adopted by the City Council on
April 7, 1976, reaffirming the establishment of a 911 communications system
and encouraging Metropolitan Dade County and Southern Bell Telephone and
Telegraph Company to meet the commitments contained in the 911 guidelines;
WHEREAS, in June, 1976 Florida Statute 365. 171 was amended by House
Bill #3451 to mandate the implementation of a 911 system only if the State
Legislature provides funds for installation and maintenance; and
WHEREAS, since the State of Florida no longer mandates 911 , the possibility
occurs that certain cities in the State will choose not to install the system,
and if so, it is conceivable that Metropolitan Dade County could receive an
increase in its overall allotment which in turn would provide the City of
Miami Beach with a prorated increase; and
WHEREAS , the target date for installation of the 911 system proposed
by Southern Bell Telephone and Telegraph System is January, 1979, as outlined
in Memorandum 6589 (attached hereto and made a part hereof by reference) ,
said implementation costs of $43,514 would not be due and payable until
installation and cut-over occurs;
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of
Miami Beach, Florida, that the said City Commission reaffirms that the interests
of the citizens of the City of Miami Beach will best be served by the expeditious
installation of the 911 system.

SUBJECT: 911 Emergency Communication System
Pursuant to State of Florida Statute 365. 171 , effective July 1 , 1974, which
mandated that each entity of local government install a 911 type emergency
communication system, the following has occurred:
Resolution #75-14782 was adopted by City Council on August 6, 1975 authorizing
the City Manager to negotiate an agreement with Southern Bell Telephone and
Telegraph Company, with the specific intent to make arrangements necessary to
implement the provisions of the State Act enabling a 911 type system for the
City of Miami Beach.
Resolution #76-15017 adopted on April 7, 1976 by City Council reaffirming the
establishment of a 911 communication system and encouraging Dade County and
Southern Bell to meet commitments contained in the 911 guidelines.
In June of 1976 Florida Statute 365. 171 was amended by House Bill #3451 to
mandate the implementation of a 911 system only if the State Legislature
provides funds for installation and maintenance.
Concerning State funds, the State Division of Communications is planning to
allot $117,345 to Dade County for implementation. Out of that the City will
receive a prorated amount of $10,900. However, since the state no longer
mandates 911 , the possibility occurs that other cities in the state may choose
not to install the system. If this were to happen, Dade County could receive
an increase in their overall allotment which in turn would provide the City
with a prorated increase.
In 1975 Southern Bell 's estimate for Miami Beach was an initial implementation
cost of $8, 150 with an annual reoccurring cost of $34, 157. As of September, 1977
Southern Bell 's revised estimate is an initial implementation cost of $43,514
with annual reoccurring costs of $53,722. This resulted in an increase of
$35,364 in installation and $19,565 in reoccurring cost. Southern Bell explains
that the cost increase is needed to provide a computer system, and processors
that would be programmed to provide the selective call routing. This system
will be unique in the Country, because the City boundary lines are not the same
as the Southern Bell Telephone exchange boundaries. The new equipment will
also include the capability of identifying the callers telephone number, and
later can be expanded to identify the callers location.
The target date for installation of the 911 system as proposed by Southern Bell
is January, 1979. If the City were to select and plan for installation of the
system, the $43,514 implementation cost would not be due and payable until said
installation and cut over occurs.
The Administration is therefore requesting adoption of a Resolution which would
reaffirm the City of Miami Beach's commitment to participate in county wide
implementation of the 911 emergency communication system.

WHEREAS, the State of Florida has passed an emergency
telephone act, hereinafter referred to as the Act, Chanter 74-357,
Florida Statutes, which became effective July 1, 1974 ; and
•
WHEREAS, the Act provides for the establishment of the
public agency emergency telephone communication requirements for
each entity of local government in the state; and
WHEREAS, the Act provides for the implementation of a
schedule which shall include the installation of a public agency
telephone communications, referred to as the 911 System, in a
local community within twenty-four (24) months after the local
government agency gives a firm order to the telephone utility for
a 911 System; and
WHEREAS, the Act provides that the designated public
agency shall order such system within six (6) months after pub-
lication of the date of the clan by the State Division of
Communications; and
WHEREAS, the City of Miami Beach is an entity of local
government; and
WHEREAS. the interests of the citizens of the City of
Miami Beach will be served best by a 911 System which routes calls
from citizens of the City of Miami Beach to a central dispatching
agency within the City of Miami Beach processing calls which orig-
inate within the City; and
•
WHEREAS, on August 6, 1975 the City Council of the City
of Miami Beach in Resolution No . 75-14782 authorized the City
Manager to negotiate an agreement with Southern Bell Telephone and
Telegraph Company specifying such actions on the cart of the City
and the Telephone Company which may be necessary to implement the
provisions of the act; and
WHEREAS, the City Manager negotiated and ordered such a
system within six (6) months after publication of the date of the
plan by the State Division of Communications; and
WHEREAS, the City Manager has submitted the pre-planning
of the system to the Division of Communications of the Department
of General Services for the State of Florida for approval; and
WHEREAS , the Cities of Hialeah, Coral Gables and Miami
have similarly met the burdens imposed upon them by the State
plan;
NOW, THEREFORE, BE IT RESOLVED BY TIIE CITY COUNCIL OF
THE CITY OF MIAMI BEACH FLORIDA :
Section 1 - That the City Council reaffirms that the

interest of the citizens of Miami Beach will best be served by
the expeditious installation of the 911 Sy';tem, routing calls
from the citizens of the City of Miami Beach to a central dis •

patching agency within the City of Miami Beach.
Section 2 - That the Council encourages Dade County to
meet its commitment and place appropriate orders and plans, as the
. municipalities have done, with the telephone company and thereby
eliminate what has developed into a dilatory delay in the implemen-
tation of the plan.
Section 3 - That the Council encourage the Southern Bell
Telephone and Telegraph Company to ►proceed without undue delay,
irrespective of Dade County' s placing an order with them at this
time, so that the best interests of the municipalities will not be
hindered or damaged by Dade County' s delay, and the operational
date of the 911 System will be met as previously planned.
Section 4 - The City Clerk is directed to submit copies
of this resolution to Mr., Ray Goode, County Manager, Mr. E. Wilson
Purdy, Dade County - Director of Public Safety, Mr. James Brown,
Vice President of Southern Bell Telephone and Telegraph Company,
Mr. Don Allen, State Division - Director of Communications, and
the City Managers of Hialeah, Coral Gables and Miami.

MIAMI BEACH; FURTHER AUTHORIZING TIIE CITY
MANAGER TO SUBMIT SAID SYSTEM TO TIIE DIVISION
OF COMMUNICATIONS OF THE DEPARTMENT OF GEN-
ERAL SERVICES OF THE STATE OF FLORIDA FOR
APPROVAL; FURTHER AUTHORIZING TIIE CITY MANAGER
TO APPLY FOR AND ACCEPT ANY FEDERAL OR STATE
FUNDING ASSISTANCE AVAILABLE FOR THE DEVEL-
OPMENT AND IMPLEMENTATION OF THE 911 SYSTEM.

the provisions of the Act establishing a 911 System for the City
of Miami Beach.
Section 2. The City :Tanager be and is hereby authorized
to submit the System so evolved to the Division of Communications
of the- Department of General Services of the State of Florida for
approval. '
Section 3. The City Manager be and is hereby authorized
to apply for and accept any federal or state funding assistance
