R2019-02-21 Attached for your information is Resolution No. R2019-02-21, adopted by the Mayor and City Council of the City of Homestead on February 20, 2019. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HOMESTEAD, FLORIDA; RAISING AWARENESS FOR SEVEN-YEAR-OLD JULIAN MORALES WHO IS IN NEED OF BONE MARROW TRANSPLANT FOR A RARE GENETIC DISORDER; RECOGNIZING ORGANIZATIONS LIKE BE THE MATCH THAT PROVIDE ASSISTANCE TO THOSE WITH GENETIC BLOOD DISORDERS; PROVIDING FOR IMPLEMENTATION; PROVIDING FOR AN EFFECTIVE DATE. R2019-02-21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HOMESTEAD, FLORIDA; RAISING AWARENESS FOR SEVEN-YEAR-OLD JULIAN MORALES WHO IS IN NEED OF BONE MARROW TRANSPLANT FOR A RARE GENETIC DISORDER; RECOGNIZING ORGANIZATIONS LIKE BE THE MATCH THAT PROVIDE ASSISTANCE TO THOSE WITH GENETIC BLOOD DISORDERS; PROVIDING FOR IMPLEMENTATION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Julian Morales ("Morales"), a seven-year-old Homestead resident, was diagnosed with a rare genetic disorder called Dyskeratosis Congenita when he was three years old; and WHEREAS, Dyskeratosis Congenita is a rare genetic disorder in which the bone marrow does not produce sufficient blood cells; and WHEREAS, Be the Match is a global leader in bone marrow transplantation through its research to improve transplant outcomes; and WHEREAS, through Be the Match, Morales's mother held donor drives in which dozens of friends and family members were tested, but none completely matched Morales's genetic tissue type (HLA), which is necessary for the transplant; and WHEREAS, the City Council encourages residents to get tested to see if they are a match for Morales; and WHEREAS, there is only a 1 in 432 chance that a registrant is a match. This underscores the lack of diversity in the national registry; and WHEREAS, individuals interested in becoming a donor are encouraged to text JULIAN to 614-74 to register to become a potential donor to Julian Morales. The process only takes 7 minutes; and WHEREAS, Potential donors who register with hopes of being a match to Julian will be added to and remain in the broader national database in the event they are a match to another patient in need. The registrant will remain in this national database known as the Be The Match Registry until the age of 61 or until the registrant requests removal from the registry; and WHEREAS, Be the Match and the Isla da Silva Foundation help people with genetic blood disorders and a variety of other blood conditions, such as leukemia, lymphoma, sickle cell anemia and lupus find donors; and WHEREAS, the City Council has determined that it is in the best interest of the City to raise awareness for Morales' need for a bone marrow transplant and recognize organizations like Be the Match for their research and assistance in bone marrow transplants. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HOMESTEAD, FLORIDA, AS FOLLOWS: Section 1. Recitals. That the above stated recitals are hereby adopted and confirmed. Section 2. Need for Awareness Recognized.
