A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, FOR THE MEMORIALIZATION
OF THE DADE COUNTY DELEGATION TO THE FLORIDA
LEGISLATURE TO OPPOSE THE ADOPTION OF THE GOVERNOR'S
TAX REFORM RECOMMENDATION TO PERMIT TAX INCREMENT
FINANCING OF REDEVELOPMENT PROJECTS WITHOUT A
REFERENDUM VOTE.
WHEREAS, the Governor ' s Tax Reform Recommendations include
a recommendation that would permit tax increment financing of redevel-
opment projects without a referendum vote; and
WHEREAS, the result of such a procedure would deprive the
people of the right to vote on bond issues in connection with redevel-
opment projects; and
WHEREAS, the Governor' s proposed re-writing of Article VII
of the Florida Constitution combines the tax increment recommendation
with a recommendation to increase Homestead Tax Exemption on school
millage to $25, 000 and to provide comparable relief to renters ; and
WHEREAS , the combining of more than one single amendment
or revision is contrary to the provisions of Article XII, Section 5
of the Florida Constitution;
NOW, THEREFORE BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Members of the Dade
County Delegation to the Florida Legislature be petitioned to oppose
any tax reform measure which would support tax increment financing
for redevelopment projects without a referendum of the people;
BE IT FURTHER RESOLVED BY THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, that a copy of this Resolution be transmitted
to the Chairman of the Dade County Delegation to the Florida Legis-
lature, to the Speaker of the House of Representatives and the Presi-
dent of the Senate of the State of Florida.
