A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH CREATING AND DESIGNATING
A RECREATION MANAGEMENT AND ADVISORY STEERING
COMMITTEE; PROVIDING FOR ITS MEMBERSHIP AND
LIMITED TERM OF SERVICE; AND ITS JURISDICTION,
DUTIES, AND RESPONSIBILITIES .
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA that a City of Miami Beach Recreation Manage-
ment Advisory Steering Committee be and the same is hereby created.
Said Steering Committee shall consist of seven (7) members and
serve a term concentric with the preparation of a Miami Beach
Comprehensive Urban Recreation Action Plan prepared pursuant to
rules and regulations of the Urban Parks and Recreation Program
as administered by the Heritage Conservation and Recreation Service.
Termination of the Steering Committee and membership of same shall
be immediately effective upon adoption of the said Action Plan by
the Miami Beach City Commission.
BE IT FURTHER RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the said Recreation Management
Advisory Steering Committee shall be vested with the following
powers and responsibilities:
1. Said Recreation Management and Advisory Steering
Committee shall be comprised of seven (7) members selected from
a list of no less than twelve (12) qualified candidates . The
City Manager shall develop such list after evaluating all poten-
tial candidates. The City Manager shall submit the twelve highest
ranking candidates to the City Commission for their consideration.
The Manager' s evaluation of each candidate for consideration shall
be based upon a demonstrated knowledge of contemporary recreation
management and planning concepts. Each City Commissioner may
appoint no more than one (1) person from the list of twelve quali-
fied candidates to serve on the Committee.
2 . The Committee shall have the following rights, duties,
responsibilities and jurisdiction:
a) The Committee shall be charged with the duty and
responsibility to act in an advisory capacity to the
City Commission, City Manager and members of the admini-
stration pertaining to the management and operation of
a Urban Recreation Action Plan.
b) The Committee shall cooperate with other govern-
mental agencies and civic groups in the advancement
of sound recreational centers and recreational park
planning and programing.
c) The Committee shall be purely advisory and recom-
mendatory in nature regarding the programs and services
of said centers and parks.
3 . The Committee shall meet and organize at the earliest
possible time and immediately following its formation shall elect a
Chairman and Vice-Chairman who shall hold office at the will of the
Committee. Its meetings shall be held at such times and places as
shall be fixed and determined by its members. The Committee shall
comply with the provisions of Resolution No. 13248 relative to
attendance and submission of minutes of its meetings. The City

Manager is hereby directed and authorized to furnish, supply
and make available to the Committee suitable and proper accomo-
dations for the transaction of the business of said Committee.
The Committee, at the request of the City Manager and/or City
Commission, shall submit interim reports as to the performance
of its duties and responsibilities as hereinabove delineated.
