2003-25249 ResoRESOLUTION NO. 2003-25249 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY AUTHORIZING THE FILING OF AN APPLICATION FOR AN EMERGENCY MEDICAL SERVICES GRANT, AND, IF FUNDED, AUTHORIZING THE BUDGETING AND EXPENDITURE OF EMS COUNTY GRANT FUNDS FROM THE FLORIDA DEPARTMENT OF HEALTH, BUREAU OF EMERGENCY MEDICAL SERVICES. WHEREAS, the Florida Department of Health, Bureau of Emergency Medical Services (EMS), is authorized pursuant to Chapter 401.113(2) (a), Florida Statutes and Rule 64E-2.030, to distribute County Grant Funds for licensed EMS providers in the State of Florida; and WHEREAS, the City of Miami Beach Fire Rescue is a licensed, eligible entity in the State of Florida; and WHEREAS, the City may retroactively apply for an EMS grant and, if funded, receive $39,456 from the State; and WHEREAS, the funds received from the State will be used to improve or expand existing emergency medical services in conformance with the EMS County Grant Program Application Work Plan. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City of Miami Beach authorize the retroctive filing of an application for an Emergency Medical Services Grant, and, if funded, authorize the budgeting and expenditure of EMS County Grant Funds from the Florida Department of Health, Bureau of Emergency Medical Services. ANALYSIS The Florida Depadment of Health, Office of Emergency Medical Services is authorized by Chapter 401.113 (2) (a), Florida Statutes to distribute County Grant Funds to eligible County Governments for projects that will improve and/or expand their pre-hospital Emergency Medical Services (EMS). Each County receives allocated funds by the State annually, then these County's allocate funds to municipalities under their jurisdiction. This allocation is based upon the total number of EMS calls and ALS Rescue units for each municipality during the previous fiscal year. The State of Florida County Grant Funds are derived from surcharges on various traffic violations. Only the County can request these allocations from the State Department of Health. Miami-Dade County has allocated to the City of Miami Beach Fire Department the amount of $39,456 (see Exhibit 1). These funds will cover operational costs such as: new upgraded EMS equipment and supplies; training conferences and seminars; training equipment; technical rescue equipment; rescue reference library; and other new EMS service enhancements. Once these funds are received, they will be entered into the EMS Grant Fund Account #193.6040.000343, as established by the Office of Management and Budget. Currently the City of Miami Beach does not have vehicles that can provide transportation of personnel and equipment to beach side EMS calls. This vehicle will be used to gain access to EMS patients, especially drowning patients, and to transport the patients from the beach to a transport unit in the street. This vehicle will also be used at special events on the beach and other rough terrain that cannot be accessed by currently available EMS transport vehicles. This vehicle will enhance the ability of Emergency Medical Services provided to the residents of Miami Beach.
