A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE AMENDMENT NO. 1 TO THE INTERLOCAL AGREEMENT BY AND
BETWEEN MIAMI-DADE COUNTY AND THE CITY, FOR THE FLAGLER
MEMORIAL ISLAND SHORELINE STABILIZATION PROJECT, EXTENDING THE
TERM OF THE AGREEMENT FOR ONE YEAR.
WHEREAS, on July 23, 2001, the City executed an Interlocal Agreement between the
City of Miami Beach (the "City) and Miami-Dade County (the "County"), for the purpose of
allowing the County to implement the Flagler Memorial Island Shoreline Stabilization Project
and providing for the reimbursement to the County of up to $25,000 of eligible costs incurred
during the construction of the Project; and
WHEREAS, the terms of the Agreement provide for it to remain in effect for a period of
two years following its initial execution; and
WHEREAS, the Agreement was executed on July 23, 2001, and will expire on July 23,
2003; and
WHEREAS, completion of the Project has been delayed by the County's need to
coordinate its efforts with the Historic Preservation Division's Monument Island Restoration
Project, and difficulties they have had in obtaining qualified bids for completion of the Project;
and
WHEREAS, the County has awarded a contract for completion of the Flagler Memorial
Island Shoreline Stabilization Project and is now ready to proceed with the work; and
WHEREAS, a one year extension to the term of the Agreement, in order to complete the
Project, is necessary; and
WHEREAS, no other changes or amendments to the terms and conditions of the
Agreement are proposed.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Clerk are authorized to execute Amendment No. 1 to the Interlocal Agreement with Miami-Dade
County for the Flagler Memorial Island Shoreline Stabilization Project, extending the term of the
Agreement for one year.

ANALYSIS:
On July 23, 2001, the City executed an Interlocal Agreement between the City of Miami
Beach (the "City) and Miami-Dade County (the "County"), for the purpose of allowing the
County to implement the Flagler Memorial Island Shoreline Stabilization Project and
providing for the reimbursement to the County of up to $25,000 of eligible costs incurred
during the construction of the Project.
The terms of the Agreement provide for it to remain in effect for a period of two years
following its initial execution. Since the Agreement was executed on July 23, 2001, it will
expire on July 23, 2003.
The scope of the County's Project will include the removal of exotic vegetation, planting of
native landscaping materials and the creation of a series of crushed-shell footpaths across
the island and the planting of mangrove trees along the island's rapidly eroding western
shore.
Completion of the project has been delayed by the County's need to coordinate their project
plans with the City of Miami Beach Historic Preservation Division, and difficulties the County
had in obtaining qualified bids for completion of the project. The revised plan has been
approved by the Historic Preservation Division.
The County has awarded a contract for completion of the Flagler Memorial Island Shoreline
Stabilization Project and is ready to proceed with the work. However, they will require a one
year extension to the term of the Agreement, in order to complete the Project.
No other changes or amendments to the terms and conditions of the Agreement are
proposed.
As such, it is recommended that the Mayor and City Commission approve the Resolution
authorizing the Mayor and City Clerk to execute Amendment No. 1 to the Interlocal
Agreement for the Flagler Memorial Island Shoreline Stabilization Project.

INTERLOCAL AGREEMENT AMENDMENT
In consideration of the continuing mutual responsibilities and provisions contained in the
attached two year Inteflocal Agreement between Miami-Dade County and the City of
Miami Beach, Florida executed on July 23, 2001. This Interlocal Agreement provides
reimbursement to the County of eligible costs incurred in the construction of the Flagler
Memorial Island Enhancement (Phase 1I) Project. As provided through Section 4 of the
Agreement, this Inteflocal Agreement Amendment provides an additional term of one (1)
year. The amended agreement expiration date is July 23, 2004.
