Evaluation Committee Relative toR uest for Proposals (RFP) No. 2019-001-WG, for
Emergency Management Administra ive Support Services
The purpose of this LTC is to update the Mayor and City Commission on the status of Request for
Proposals (RFP) No. 2019-001-WG, which seeks to establish an agreement with a qualified firm to
provide the City with designated emergency management administrative support services designed
to support the City's emergency management administrative needs with preparedness, mitigation,
response and recovery associated with disaster related events.
On February 13, 2019, a Commission Memorandum notified the City Commission that the City
Manager had appointed an evaluation committee to review proposals received pursuant to the RFP.
However, it is necessary to make changes to the Evaluation Committee in order to add the City's
CFO and Property Management Director for their individualized expertise.
I am now considering appointing the following individuals to serve on the Evaluation Committee:
• Sonia Bridges, Division Director Risk Management, Human Resources Department, City of
Miami Beach
• Jay Fink, Assistant Director, Public Works Department, City of Miami Beach
• Juan Mestas, Deputy Fire Chief of Operations and Emergency Manager, Department of
Emergency Management, City of Miami Beach
• Adrian Morales, Director, Property Management Department. City of Miami Beach
• John Woodruff, Chief Financial Officer, Finance Department, City of Miami Beach
• Tamel<a Otto Stmvart, Director, Office of Budget and Performance Improvement, City of
Miami Beach
• 1\llison VVilliams, Deputy Director, Finance Department, City of Miami Beach
I am also considering the following individuals as alternates:
• Digna Abello, Fire Training Division Chief, Fire Department, City of Miami Beach
• Georgette Daniels, Financial Analyst Ill, Emergency Management, Finance Section, City of
