A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
CITY MANAGER TO IMPLEMENT AN OUTREACH PROGRAM
TO EDUCATE THE PUBLIC REGARDING THE DANGERS OF E-
CIGARETTE AND VAPING IN ALL CITY RECREATION
CENTERS,AS WELL AS ON MIAMI BEACH TROLLEYS AND AT
CITY BUS STOPS.
WHEREAS, at the January 29, 2019 Youth Commission meeting, the members requested
support to place promotional materials regarding the dangers of vaping and e-cigarettes in all
public youth recreation centers, as well as on Miami Beach trolleys and bus stops; and
WHEREAS, e-cigarette usage among minors in and out of schools continues to grow; and
WHEREAS, the U.S. Food and Drug Administration (FDA)just reported that more than 2
million middle and high school students used e-cigarettes in 2017 and nearly 10.7 million teens
are at risk for e-cigarette use and potential addiction; and
WHEREAS, new research has started to shed light that e-cigarette can be just as, or more,
dangerous and addicting than tobacco products; and
WHEREAS, Miami-Dade County Public Schools (M-DCPS) have begun to take many
steps to address protecting the next generation from the harms of e-cigarette use and vaping;
and
WHEREAS, M-DCPS is exploring installing sensors in schools, and some students have
pledged to not use e-cigarettes; and
WHEREAS, parents/guardians and students need to continue to receive information
about the hazards of e-cigarettes and vaping. Therefore, the City Manager should be authorized
to implement an outreach program to promote greater awareness of what these products look like
and the dangers associated with their usage so that parents/guardians and youth become a part
of the solution. Youth vaping cannot be tolerated.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission
hereby authorize the City Manager to implement an outreach program to educate the public
regarding the dangers of e-cigarette and vaping in all City recreation centers, as well as on Miami
Beach trolleys and City bus stops.

RECOMMENDATION
Support to place promotional materials regarding the dangers of vaping and e-cigarettes in all
public youth recreation centers, as well as public Miami Beach trolleys and bus stops.
ANALYSIS
At the January 29, 2019 Youth Commission meeting, members requested support to place
promotional materials regarding the dangers of vaping and e-cigarettes in all public youth
recreation centers, as well as public Miami Beach trolleys and bus stops. E-cigarette usage
among minors in and out of schools continues to grow. The FDA just reported that more than 2
million middle and high school students used e-cigarettes in 2017 and nearly 10.7 million teens
are at risk for e-cigarette use and potential addiction. The FDA sees it as an epidemic and has
started a new educational campaign. If we don't stop this in our schools, we may easily see a
new generation of addicts. New research has started to shed light that e-cigarettes can be just
as or more dangerous and addicting than tobacco products. In a recent Journal of Pediatrics
published study, the authors'findings showed there were 5 cancer causing toxins in the urine of
16 year olds who inhaled e-cigarette vapor. Other studies are coming out to show these
products are extremely addicting and lead minors to experimenting with other substances.
There is an additional issue of vaping with illegal substances which further exacerbates the
problem. Miami-Dade County Public Schools (M-DCPS) have begun many steps to address
protecting the next generation. M-DCPS is exploring installing sensors, and some students
have pledged to not use e-cigarettes.
CONCLUSION
Parents/guardians and students need to continue to receive information about the hazards of e-
cigarettes and vaping. As a part of the overall campaign, outreach efforts should promote
greater awareness of what the products look like and the dangers associated with its usage, so

parents/guardians and youth become part of the solution. Youth vaping cannot be tolerated.
