Resolution 80-16191 • t RESOLUTION NO. 80-16191 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHOR- IZING UTHOR- IZING THE EXECUTION OF AN AGREEMENT WITH HOWARD NEEDLES TAMMEN BERGENDOFF FOR CONSULTANT SERVICES IN CONJUNCTION WITH THE DEVELOPMENT OF A HOTEL/MERCHANDISE MART. WHEREAS, for the reasons more particularly set forth in. Commission Memorandum No. 8014 , the City Commission of the City of Miami Beach deems it in the best interest of the citizens of Miami Beach to enter into an agreement with Howard Needles Tammen Bergendoff, the terms of which are familiar to the City Commission in which Contract is included in the Agenda package for the meeting at which this Resolution was adopted; and WHEREAS, the City Manager recommends the City enter into said agreement and the City Attorney has approved same as to form and legal sufficiency; NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager and City Clerk be and they are hereby authorized and directed to enter into said agreement for and on behalf of the City of Miami Beach. Toal City Manager SUBJECT: HOTEL/MERCHANDISE MART - APPROVAL OF CONSULTANT CONTRACT WITH HOWARD NEEDLES TAMMEN BERGENDOFF Attached is a proposed agreement with Howard Needles Tammen Bergendoff to provide consultant services directed towards the development of a hotel in conjunction with a trade mart or alternate project of similar magnitude. The project will be built on the municipally owned site where the Lincoln Road east parking facility is presently located. The site is bordered by 17th Street, Washington Avenue, Pennsylvania Avenue and Lincoln Road. Scope of services includes: 1) Project Development - Determine the feasibility of attracting a developer for a Hotel/Merchandise Mart. If market and financial analysis indicates this project is not feasible, the Consultant will recommend an alternate project that meets the City's development requirements. B. Marketing Strategy - Based upon market and financial feasibility studies and the investigation of other development opportunities, the Consultant shall define a marketing strategy and prepare a report which will include mechanisms to attract a developer. Specific outputs of this project will enable advertising, initial identification of potential developers, a time table and plan of action to attract a developer. C. Development Prospectus - The Consultant will prepare the prospectus for the purpose of attracting proposals from private developers. D. Presentations - The Consultant, at specific direction of the City, will prepare and make presentations to those groups to which the City directs the Consultant. E. Technical Advice - The Consultant shall provide the necessary technical and strategy advice to aid the City in the implementation of the marketing program and selection of a developer. The Consultant will coordinate the Project with the preparation of the Comprehensive Development Plan. Development and implementation of the Project on the selected municiple parking lot is consistent and supported by the Civic Convention Center Plan and the emerging Lincoln Road Plan. The scope of services in the proposed agreement was developed by the Planning Division, reviewed by the Community Development Division for consistency with federal requirements, and approved by the Legal Department. The total fee for consultant services is $35,000 with funding through the Community Development Program. Estimated project duration will be seventeen (17) weeks.
