Resolution 2019-30752 RESOLUTION NO. 2019-30752 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATIONS OF THE HISPANIC AFFAIRS COMMITTEE AND URGING THE CITY'S CONGRESSIONAL DELEGATION TO SUPPORT TEMPORARY PROTECTIVE STATUS FOR THE VENEZUELAN COMMUNITY AND TO SUPPORT THE EFFORTS OF VENEZUELAN INTERIM PRESIDENT JUAN GUAIDO TO BRING HUMANITARIAN RELIEF TO THE PEOPLE OF VENEZUELA AND DIPLOMATIC EFFORTS TO PROMOTE DEMOCRACY IN VENEZUELA AGAINST THE DESPOTIC MADURO REGIME. WHEREAS, at its meeting on March 7, 2019, the Hispanic Affairs Committee passed and adopted a motion urging the City Commission to take the actions that are set forth in this Resolution; and WHEREAS, to address the widespread struggle of Venezuelans with the oppressive Maduro regime as an action that resonates worldwide, including in Miami Beach, so that the people that fight every day in Venezuela know that we hear their clamor for freedom and that we are with them, the Mayor and the City Commission of the City of Miami Beach accept the recommendations of the Hispanic Affairs Committee and make the declarations of support as stated herein; and WHEREAS, the Venezuelan crisis is not just an international affair because Greater Miami and Miami Beach is home to many who have fled from the dictatorships in Cuba, Nicaragua and, now, in Venezuela; and WHEREAS, the Mayor and City Commission make this symbolic declaration of support by urging the United States Congress to grant temporary protected status to Venezuelan nationals in the United States; to impose sanctions on officials and persons acting on behalf of the Venezuelan government whom the U.S. government determines are responsible for, or complicit in, the commission of human rights abuses; and, to express concern and condemnation of the detention of U.S. journalists in Venezuela who gather information, photos, videos, and report on how the people of Venezuela are pushed into economic, social, political, and humanitarian crisis; and WHEREAS, as previously recommended by Commissioner Michael Gongora at a meeting of this Commission, Venezuelan Interim President Juan Guaido should be recognized as the true leader of the Venezuelan people and his efforts to bring humanitarian relief to Venezuela and to promote democracy through diplomatic efforts are hereby supported; and WHEREAS, Miami Beach is an integral part of Greater Miami and a microcosm of Latin America represented by its vast Latin American community, including Venezuelans, and is also a City that supports bridges that link across the vast diversity of peoples, and defends and supports human rights; and WHEREAS, the Mayor and City Commission recognize the pain and suffering of our Latin American counterparts in Venezuela and, with our voice, we can carry a strong message of support. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendations of the Hispanic Affairs Committee and urge the City's Congressional Delegation to support temporary protective status for the Venezuelan community and, as also previously recommended by Commissioner Michael Gongora, hereby support the efforts of Venezuelan Interim President Juan Guaido to bring humanitarian relief to the people of Venezuela and diplomatic efforts to promote democracy in Venezuela against the despotic Maduro regime. WHEREAS, at its meeting on March 7, 2019, the Hispanic Affairsi Committee passed and adopted a motion urging the City Commission to take the actions that are set forth in this Resolution; and WHEREAS, to address the widespread struggle of Venezuelans with the oppressive Maduro regime as an action that resonates worldwide, including in Miami Beach, so that the people that fight every day in Venezuela know that we hear their clamor for freedom and that we are with them, the Mayor and the City Commission of • the City of Miami Beach accept the recommendations of the Hispanic Affairs Committee and make the declarations of support as stated herein; and WHEREAS, the Venezuelan crisis is not just an international affair because Greater Miami and Miami Beach is home to many who have fled from the dictatorships in Cuba, Nicaragua and, now, in Venezuela; and WHEREAS, the Mayor and City Commission make this symbolic declaration of support by urging the United States Congress to grant temporary protected status to Venezuelan nationals in the United States; to impose sanctions on officials and persons acting on behalf of the Venezuelan government whom the U.S. government determines are responsible for, or complicit in, the commission of human rights abuses; and, to express concern and condemnation of the detention of U.S. journalists in Venezuela who gather information, photos, videos, and report on how the people of Venezuela are pushed into economic, social, political, and humanitarian crisis; and WHEREAS, as previously recommended by Commissioner Michael Gongora at a meeting of this Commission, Venezuelan Interim President Juan Guaido should be recognized as the true leader of the Venezuelan people and his efforts to bring humanitarian relief to Venezuela and to promote democracy through diplomatic efforts are hereby supported; and WHEREAS, Miami Beach is an integral part of Greater Miami and a microcosm of Latin America represented by its vast Latin American community, including Venezuelans, and is also a City that supports bridges that link across the vast diversity of peoples, and defends and supports human rights; and WHEREAS, the Mayor and City Commission recognize the pain and suffering of our Latin American counterparts in Venezuela and, with our voice, we can carry a strong message of support. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendations of the Hispanic Affairs Committee and urge the City's Congressional Delegation to support temporary protective status for the Venezuelan community and, as also previously recommended by Commissioner Michael Gongora, hereby support the efforts of Venezuelan Interim President Juan Guaido to bring humanitarian relief to the people of Venezuela and diplomatic efforts to promote democracy in Venezuela against the despotic Maduro regime.
