A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, URGING THE
IMPLEMENTATION OF A LOWER DIVISION AND
GENERAL EDUCATION PROGRAM AT FLORIDA INTER-
NATIONAL UNIVERSITY.
WHEREAS, Florida State Statute 240 . 523 authorizes a
public 4-year degree granting university in our Metropolitan
Area; and
WHEREAS, of the 36 Standard Metropolitan Areas in the
United States with a population of one million or more, ours
is the single one lacking a 4-year public university; and
WHEREAS, nationwide, 4-year public metropolitan uni-
versities have not jeopardized the successful operation of
either private universities or community colleges; and
WHEREAS , a significant number of college-bound high
school graduates from our region now leave to continue their
education; and
WHEREAS, Florida International University proposes
the inauguration of a lower division and general education program
in the Fall of 1981; and
WHEREAS, the program that Florida International Univer-
sity proposes would be attractive to high school students who wish
to attend a public 4-year school; and
WHEREAS , by attracting those students who now migrate
from our region and offering them a rigorous and carefully de-
veloped program in general education and international aware-
ness , Florida. International University would acquire a full-time
student population, which, though limited in size, would be of
sufficient number to enhance the intellectual life of the insti-
tution and provide educational benefits to the community; and
WHEREAS, the implementation of a 4-year program will
enable Florida International University to use more fully its
existing resources and therefore will be demonstrably cost effi-
cient; and
WHEREAS, a public comprehensive university is needed
in our greater community in order to attract and sustain indus-
trial development, attract and sustain a skilled labor force;
and in order to reduce the prospect of out-migration and to pro-
vide research strength and service support that industries in-
creasingly require;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the State of Florida
Legislature, the State of Florida Board of Education and the State
of Florida Board of Regents are hereby urged to authorize the
implemention of a Lower Division Program at Florida International
University in 1981-82 .
