Morales, City Manager DATE: March 28, 2019 SUBJECT: CIP Monthly Construction Projects Update Below please find the monthly update for active City of Miami Beach construction projects under the purview of the Office of Capital Improvement Projects (CIP). 42"d Street Improvements Scope: 42nd is a one-way, two lane corridor between Pine Tree Drive and Prairie Avenue. Traffic studies confirmed that making this a two-way road will improve traffic, and benefit safety, by providing signalized pedestrian crossings at the intersection of Pine tree Drive and 42nd street Existing traffic signals at the intersection of Pine Tree Drive and 42nd street will be retrofitted to serve eastbound traffic. Status: Florida Engineering (Contractor) continues to make progress and is preparing to install the first layer of asphalt on northern half of 42 Street Project is approximately 25% complete. Anticipated Completion: July 2019 Altos Del Mar Park Scope: Park Improvements include new landscape, irrigation, site lighting, sand volleyball courts, walkways, terraced lawn, and new restroom building. Status: Project is 75% complete. Exterior finishes and interior finishes are nearing completion. Site lighting is approximately 85% complete, irrigation is in process and landscaping installation will start in the next two weeks. Construction progress has slipped with anticipated substantial completion in ApriL Anticipated Completion: April 2019 Beach Lifeguard Towers Replacement Scope: Construction of 35 lifeguard towers. Status: Construction began March 2015. Thirty-three towers have been completed and placed at their final location. The final two towers are currently under construction at a staging site at 79 1h street, adjacent to the beach. The final towers will be completed and moved to their final location within the next 60 days. The Contractor is currently addressing punch list items on completed towers. Anticipated Completion: Spring 2019 1 Carl Fisher Clubhouse Restoration Scope: Historical restoration of the Carl Fisher Clubhouse (interior and exterior) and adjacent site and landscaping work. This project is part of the Convention Center Renovation Project. Status: The contractor has completed selective demolition and has commenced installation of FPL Duct Bank. Contractor will continue with structural repairs and modifications. Project is currently 20% complete. Anticipated Completion: October 2019 Central Bayshore South Neighborhood Improvements Scope: Neighborhood improvements bounded by 34th St. to the north, Pine Tree Dr. to the east, 28 St. to the south, Prairie Ave to the west and Meridian Ave from 28 St. to Dade Blvd. Status: Water main installation is complete. Drainage design is currently at 75% and on hold waiting for Commission directive, based on Jacob Engineering's review of the City's stormwater criteria and prioritization /sequencing of projects. Anticipated Completion: TBD Collins Park Parking Garage Scope: Demolition of existing structure and construction of a new parking facility which consists of a seven (7) level parking garage with 513 parking spaces and approximately 15,000 SF of retail spaces at the ground level. Liberty Avenue will be closed and used for vehicular ingress and egress from 23rd Street to the Collins Park Garage. The balance of the roadway (to 22nd Street) is planned as a pedestrian plaza with associated amenities. Status: Design is 99% complete. Demolition, Site remediation and Installation of the foundation piles are completed. Master permit is pending issuance. Pile cap work is ongoing. Additional site cleanup will be necessary as the petroleum from the nearby contaminated areas continues to impact the site. Off-site utilities permitting are in process. Pre-cast production for the building is at a 50% completion. Anticipated Completion: February 2020 Convention Center Park (P-Lot) Scope: A new 5.8-acre park, replacing the existing surface parking lot located across the street from the newly renovated Convention Center. The park will include open lawn spaces, shade areas, walkways, lighting, a veteran's plaza, a public restroom facility, and a flexible area space. Status: Contract was awarded to Critical Path Services, Inc. on January 16, 2019. Contracts are currently being executed by the City. Flamingo Park Fitness Cluster Scope: Constructing a new outdoor Fitness Area in Flamingo Park to include new ADA accessible fitness equipment, new concrete pathways, a new canopy shade structure, added lighting, as well as drainage, landscape and irrigation improvements. Status: Notice to proceed with construction was issued on January 24, 2019. Construction has commenced and is 20% complete. The stormwater drainage system is being installed. Upon completion of the drainage, installation of the shade structure footers will follow. Anticipated Completion: April 2019 2 Flamingo Park Handball Courts Scope: Renovation of existing handball courts to include various electrical upgrades, new general lighting, stucco repairs, court resurfacing, new frameless windows and doors and new fencing and painting. The courts will also include seating areas and water drinking fountains for players and visitors. Status: Renovation work has commenced at the Joe Rubin Building, while the Robert C. Haas Building remains open for use by players. Construction on the Joe Rubin building is 30% complete. Anticipated Completion: October 2019 Flamingo Parkwide Improvements -Phase I Scope: Park wide renovations to include landscape, irrigation & drainage improvements, as well as addition and renovation of walkways and pedestrian lighting. Status: Notice To Proceed #2 has been issued and construction started on March 18, 2019. Anticipated Completion: July 2019 Middle Beach Recreational Corridor Ph. 2-Section 2 (Beachwalk) Scope: Construction of an on-grade paver pedestrian walkway, including turtle friendly lighting, landscaping and irrigation, encompassing eight (8) City blocks from 46 81 to 53 81 . Status: Construction began March 2018. Project is 70% complete. Contractor has completed edge curbs, and is approximately 50% complete with paver installation. Anticipated Completion: April 2019 North Shore Bandshell Canopy Scope: Design, manufacture and install a custom canopy at the North Beach Band Shell facility. The area of coverage for the canopy is approximately 4,000 square feet. Status: Contract has been executed. Notice to proceed with construction was issued on February 18, 2019. DRB final submission was made on March 11, 2019, for the May 7, 2019 meeting. The consultant submitted 30% design documents, which have been reviewed by staff. The consultant is proceeding to the 60% design documents. Anticipated Completion: November 2019 Palm & Hibiscus Island Neighborhood Improvements Scope: Neighborhood improvements on Palm and Hibiscus Islands. Status: Construction began January 2016. The project is 95% complete. Additional scope of work related to new drainage policy was approved at the October 2018 Commission meeting. Project substantial completion will include the installation of the permanent generators. The design/builder will begin the design, permitting and construction of private harmonization and yard drains. The installation of entrance roundabout pavers is in progress, pending completion by mid-April. The walkway in Palm Island medians is being constructed and landscaping will follow in the next few months. The pump station work on both islands is complete, pending FPL power and final testing of the system. Anticipated Completion: September 2019 Stormwater Pump Station at 191h Street Scope: Installation of a stormwater pump station, including an emergency generator and seawall reconstruction along Collins Canal. 3 Status: Construction of the pump station and seawall began January 2018. Project is complete (not including the Botanical Garden Expansion and Carl Fisher Seawall). Pump station testing and training has been performed and is currently in punch list. The Botanical Garden Expansion is anticipated for completion April 2019, pending FPL removal of existing utility poles. The Carl Fisher Seawall is pending permit issuance by RER, FDEP and Army Corp. Anticipated Completion: June 2019 Surface Parking Lot P2-Nikki Beach (Penrods) Scope: Reconstruction of the parking lot that includes landscaping, turtle friendly lighting, improvements to storm water drainage, irrigation, paving and signage, and infrastructure for future electric car charging stations. Status: Construction began May 1, 2018. Project is 75% complete. Anticipated Completion: April 2019 Venetian Islands Neighborhood Improvements Scope: Neighborhood improvements on San Marino, Dilido and Rivo Alto Islands. Status: Project is 97% complete. Premature asphalt pavement stress cracks have developed since the installation of the first lift of asphalt on all three islands. The City, the Engineer of Record and Contractor are evaluating the cause and ultimate remediation of this condition. The Administration is in communication with the Venetian Islands Homeowners Association representatives regarding these details. Pumps at Rivo Alto Islands are completed and pending FPL power and final restoration of the easement area. Anticipated Completion: March 2019 (not including roadway restoration) Venetian Islands Seawalls Scope: This project entails seawall replacement, at two (2) locations consisting of precast concrete bulkhead panels, king piles, batter piles and concrete cap; and seawall cap raising at five (5) locations consisting in new concrete cap, batter piles and retaining walls, all locations within the Venetian Islands. Status: Project was awarded to Shoreline Foundation Inc. Notice To Proceed #1 was issued on March 28, 2019. Contractor's activity in the next weeks will include obtaining all the required construction permits, submit construction schedule and all required submittals prior Notice To Proceed #2 for construction is issued. West Avenue Phase II Improvements-North of 14th Street Scope: Neighborhood Right of Way improvements north of 14th Street to Lincoln Lane. Status: A Change Order to implement the ULI and Resilience Accelerator recommendations and other elements added by the Design Criteria Professional were approved by Commission on December 12, 2018. Plans are being developed/revised to include the new scope and criteria. In addition, harmonization plans are being developed and encroachments are being identified in the field. The project now will be constructed on a segmented approach, where each segment will be completed up to 1st lift of asphalt before moving to the next segment. Meetings with utility companies are continuing in order to develop an accurate utility relocation procedure. Recently the Design/builder was directed to take ownership of the drainage modeling and is currently in the process of acquiring all the field data and document research to complete the drainage model. A community meeting is being tentatively scheduled for April 30, 2019. Anticipated Completion: TBD 4 West Avenue Phase II Improvements-South of 141h Street Scope: Neighborhood Right of Way improvements south of 14th Street to 6th Street. Status: A Change Order to implement the ULI and Resilience Accelerator recommendations and other elements added by the Design Criteria Professional were approved by Commission on December 12, 2018. Plans are being developed/revised to include the new scope and criteria. In addition, harmonization plans are being developed and encroachments are being identified in the field.
