RESOLUTION NO . 80-16432
A RESOLUTION AUTHORIZING EXECUTION OF A LEASE
AND MAINTENANCE AGREEMENT WITH BURROUGHS
CORPORATION , FOR ONE YEAR ENDING SEPTEMBER 30 ,
1981 FOR USED B2805-1 PROCESSOR AND REQUIRED
CONTROLS .
WHEREAS , the City of Miami Beach is desirous of entering
into an appropriate computer Lease and Maintenance Agreement with
Burroughs Corporation to provide a used B2805-1 Processor and
required Controls ; and
WHEREAS , a determination has been made whereby the cost
of said Lease and Maintenance for the used B-2805 processor
and required controls would total Twelve Thousand Nine Hundred
Thirty Six and 00/100 Dollars ($ 12 , 936 . 00) , for the Fiscal Year
1980-81 , as set forth and described in Commission Memorandum
No . 8507 , dated October 15, 1980 , a copy of which is
attached hereto and made a part hereof : and
WHEREAS , an appropriate Lease and Maintenance Agreement
have been prepared , which have been approved as to form by City
Attorney, copies of which are attached hereto and made a part
hereof ; and the City Manager has recommended that the City
Commission enter into same ; and
WHEREAS , the City Commission of the City of Miami Beach
deems it to be in the best interest of the City and its citizens
and residents to enter into said Lease and Maintenance Agreement
thereto , the terms and provisions thereof being familiar to said
City Commission :
NOW, THEREFORE , BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and the City
Clerk he and they are hereby authorized and directed to execute
and deliver said Lease and Maintenance Agreement thereto , in the
name of and on behalf of the City of Miami Beach , with said
Burroughs Corporation, at a total cost of Twelve Thousand Nine
Hundred Thirty Six and 00/100 Dollars ($ 12 ,936 . 00) , for said lease
and maintenance ; and the disbursing officers of the City be and
they are hereby authorized and directed to disburse the monies
required by the terms of said Lease and Maintenance Agreement
thereto from funds of the City available for such purposes.

SUBJECT: TEMPORARY REPLACEMENT OF COMPUTER PROCESSOR
The Mayor and City Commission have been made aware for some
time of the difficulties that the Administration has been
experiencing in regard to the operation of the computer
system. As was reported to you previously, the current
system is unreliable and not dependable because of its age
and antiquated system architecture .
During the Data Processing Workshop the Commission was
informed that the City had been reviewing and analyzing
alternative EDP systems for the past fourteen months. In
addition, the Administration retained Alexander Grant & Co.
to further review and refine the City ' s needs and
requirements and assist the Administration in making
recommendations in regard to selecting the hest computer
system for the City. In the past few days the final copies
of the Alexander Grant & Co. ' s report were sent to the Mayor
and City Commission. The Administration is still reviewing
and analyzing that report and hopes to bring to the
Commission its recommendations at the next scheduled
meeting.
Even though the City may adopt a new reconfiguration for its
data processing services , it would still be at least 90-120
days before that system can be fully installed, tested and
implemented. During that period of time the City still has
the need for a reliable , dependable machine that can perform
and meet with the City ' s ongoing obligations in the areas of
payroll , general accounting, utility bills and management
information reports . Since the current processor has
continuted to demonstrate its inability to carry out City
functions on a timely basis, the Administration has sought
short term, interim solutions to the data processing problem.
At this time we would like to share with the City Commission
two of those alternatives which we feel can solve the short
range problems and which can be implemented in an immediate
time frame.
Alternative1 : The staff has met several times with
representatives from Automated Data Processing (ADP ) for
purposes of having the City' s payroll and personnel system
converted to their system. The most pressing cyclical
requirement of the MIS Division is the processing of the
bi-weekly payroll . Due to the instability of the current
processor the production of the payroll cycle has been placed
in jeopardy on several occasions. Many times in the past
staff has had to resort to back up sites to produce the
payroll , however, they can not be used on a continuing basis.

Converting to the ADP system would ease the burden of the
current machine and would put the entire payroll cycle on a
more dependable basis . This system could be activated within
a two week period of time. The use of ADP would only be as a
last resort and represents to the City the best possible
safeguard and protection that certain data processing
functions will be continued and maintained during those times
of machine failure. Discussions are still continuing with
ADP and we will keep you informed in this regard .
ALTERNATIVE 2 : For the past several months staff has met
with Burroughs Corporation in regard to having the City ' s
processor replaced with one that is more reliable and more
dependable. Recently, the Burroughs Corporation has offered
to replace the existing Burroughs processor , the source of
85% of current problems, with a Burroughs 2805 Mainframe
Processor. This processor is offered by Burroughs
Corporation as an interim solution to the growing problem the
City is experiencing with the existing Burroughs Model
2771-1 . The used 2805 is offered by Burroughs Corporation
because of their difficulty in bringing our existing
equipment into dependable operation. Although this processor
has newer technological improvements , it would still
represent only a short term solution to the overall problem.
Burroughs Corporation readily acknowledges this fact,
however , this is the best solution that is available to them,
as well as the City at this time.
The proposed system is available to the City by entering into
a one ( 1 ) year lease with monthly extensions after the first
year, if necessary for the sum of $1 ,078.00 per month,
including maintenance , plus one time transportation charges
of approximately $2,441 . 00 Burroughs Corporation will install
the 2805 Processor and memory free of charge.
Burroughs Corporation further proposes to reduce the cost of
the existing maintenance by the same amount of the lease on
the 2805 , therefore , the net cost to the City is limited to
the transportation charges.
The replacement of the existing processor and its memory
storage should increase the dependability of the City' s
computer resources . Replacement is, in the opinion of
Burroughs Corporation , the only way to correct the existing
problems realistically. However , the support peripheral
equipment such as tape drives , disc pack drives and printer
are plagued by their own serious problems and will probably
continue to require constant attention. If the City chooses
to accept the 2805 Processor this could negate the need of
converting the payroll system to ADP as alluded to above.
ADMINISTRATION RECOMMENDATION
The City Commission authorize the Administration to enter
into a one ( 1 ) year lease to be continued on a month-to-month
basis , if necessary, with Burroughs Corporation for a 2805
Processor , including maintenance charges for $1 ,078.00 per
month , plus one time transportation charges of $2 ,441 .00 .
The cost of the lease wi l l he reduced from costs of the
maintenance on the existing City data processing equipment .
