A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH STATING OPPOSITION TO THE AGREEMENT
TRANSFERRING ALL PROCESSING AND REVIEW FUNCTIONS
REGARDING DEVELOPMENTS OF REGIONAL IMPACT WHOLLY
WITHIN DADE COUNTY FROM THE SOUTH FLORIDA REGIONAL
PLANNING COUNCIL TO DADE COUNTY.
WHEREAS, an agreement by and between the State of Florida, Depart-
ment of Community Affairs and the Board of County Commissioners, Dade County, is set
for final hearing on November 18, 1980; and
WHEREAS, this agreement will enable Dade County to establish a
pilot project to process and review applications for development of regional impact
wholly within Dade County for a one-year period, which, heretofore have been carried
out by a politically neutral agency, the South Florida Regional Planning Council; and
WHEREAS, in the event Dade County does perform all the processing and
review functions presently performed by the South Florida Regional Planning Council;
such processing and reviewing functions will no longer be carried out by an unbiased
or politically neutral State agency, but will be made by a political body that
necessarily must consider all factors brought before it, including non-environmental
issues, such as economically competing interests; and
WHEREAS, it is the opinion of the City Commission of the City of
Miami Beach that decisions regarding developments of regional impact wholly within
Dade County should remain under the purview of the South Florida Regional Planning
Council and should not be made by Dade County where non-environmental factors can
potentially influence such decisions;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that, for the aforementioned reasons, it stands in
opposition to the agreement transferring all processing and review functions regarding
developments of regional impact wholly within Dade County, from the South Florida
Regional Planning Council to Dade County.
