Resolution 80-16455 • • RESOLUTION NO. 80-16455 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE EXECU— TION OF AN AMENDMENT TO THE EXISTING ENGINEERING CONTRACT WITH POST, BUCKLEY, SCHUH AND JERNIGAN, INC. FOR THE REDESIGN OF THE BRIDGES AT BIARRITZ DRIVE AND BAY DRIVE OVER THE NORMANDY WATERWAY. WHEREAS, for the reasons more particularly set forth in Commission Memorandum No. 8541 , the City Commission of the City of Miami Beach deems it in the best interest of the City to amend the existing Engineering Contract with Post , Buckley, Schuh and Jernigan, Inc. for the redesign of the bridges at Biarritz Drive and Bay Drive over the Normandy Waterway; and WHEREAS, the City Manager recommends the City enter into said Amendatory Agreement, and the City Attorney has approved same as to form and legal sufficiencies; NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Clerk be and they are hereby authorized and directed to ex— ecute and deliver said Amendatory Agreement for and on behalf of the City of Miami Beach, Florida. Toal City Manager SUBJECT: Amendment to the Existing Engineering Contract with Post, Buckley, Schuh and Jernigan, Inc. , for the Redesign of the Bridges at Biarritz Drive and Bay Drive over the Normandy Waterway The City of Miami Beach has a contract with Post, Buckley, Schuh and Jernigan, Inc. , to prepare plans and specifications to replace the existing bridges at Biarritz and Bay Drives over the Normandy Waterway. Plans and Specifications were completed and delivered to the City. In the interim a new federally funded program to replace off- systems bridges , which would be 100% funded, was instituted. The City, in an effort to secure $750,000 to $1,200,000 for replacement of these bridges, developed required backup infor- mation for the State of Florida to secure the federal grant utilizing the services of Post, Buckley, Schuh and Jernigan, Inc. The Federal Government disapproved the original bridge design because its policy is to replace the existing facility and not participate in such amenities as sidewalks on both sides of the bridges, divider medians, vertical retaining walls, etc. Basically the criteria is to replace existing structures and add only required safety features. The City has resubmitted a Master Plan to the State of Florida to re- place the bridges in the existing alignment and provide safety features and bike paths on one side in lieu of the extra sidewalk revetment type retaining wall, etc . The Federal Government' s review has been favorable and funds are available but must be committed prior to June 1, 1981 which would require the expeditious redesign of the bridges to conform with the new Master Plan. It is proposed to amend the contract with Post, Buckley, Schuh and Jernigan, Inc. Under the terms of the existing contract the fee would be based on payroll costs plus 150%. The total fee would not exceed $68,000 for the redesign of the bridges and would include all items in the Master Plan. The City Attorney has reviewed this matter and advised that the amendment to the contract to provide for redesign of the bridges is in order. Funds for this purpose are available from the March 14, 1972 Bond Issue. The Administration recommends that the City Commission authorize an amendment to the existing contract for the above services at a fee not to exceed $68 ,000.
