RESOLUTION NO. 81-16602
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AUTHORIZING EXECUTION
OF AN AGREEMENT WITH EDWARD S . RIVAS FOR PUR-
POSE OF PROVIDING EIGHT MONTHS OF SPECIALIZED
SPANISH LANGUAGE TRAINING CLASSES TO POLICE
AND FIRE PERSONNEL.
WHEREAS, for the reasons more particularly set forth
in Commission Memorandum No. 8783 , the City Commission of the
City of Miami Beach deems it in the best interest of the citizens
of Miami Beach to enter into an agreement with Edward S. Rivas ,
Educational Specialist, the terms of which are familiar to the
City Commission, a copy of which is included in the agenda pack-
age for the meeting at which this Resolution was adopted; and
WHEREAS, the City Manager recommends the City enter
into said Agreement, and the City Attorney has approved same as
to form and legal sufficiency;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor
and the City Clerk be and they are hereby authorized and directed
to execute said Agreement for and in behalf of the City of Miami
Beach, and the appropriate financial officers of the City of
Miami Beach be and they are hereby authorized and directed to
pay and disburse the sum set forth in said Agreement.

AGREEMENT
THIS AGREEMENT, made and entered into this 18th day
of March, 1981 , by and between the CITY OF MIAMI BEACH,
FLORIDA, hereinafter referred to as the "City" , and EDWARD S .
RIVAS, hereinafter referred to as the "Contractor" .
WITNESSET H:
WHEREAS, there has been a substantial increase in the
number of Spanish speaking people coming to the City of Miami
Beach; and
WHEREAS, this increase has resulted in creating an
extremely difficult situation for the City ' s police and fire
personnel who must deal with the communication barrier on a
daily basis; and
WHEREAS, the Miami Beach Police Department has allocated
funds for the compensation of a Spanish Language and Culture
Program; and
WHEREAS, the Contractor is desirous of rendering his
services to the City of Miami Beach Police Department as herein-
after set forth;
NOW, THEREFORE, for and in consideration of the premises
and the mutual covenants and agreements contained herein, the
parties agree as follows :
I. The Contractor agrees to establish and instruct
Spanish Language Classes as more particularly described in the
"Proposal for One Year Training Program - Introduction to Spanish
Language and Culture" , a copy of which is attached hereto as
Exhibit A and made a part hereof.
2 . Contractor agrees to provide a program which will
consist of five (5) classes a day, five days a week , to be con-
ducted in the training facilities at Police Headquarter .

3. In the event of injury, illness , or any cause which
prevents the Contractor from meeting any of the requirements set
forth herein, the City Manager of Miami Beach shall notify the
Contractor by certified mail at his last known address that
employment with the City is terminated and shall replace said
Contractor with the approval and consent of the Miami Beach City
Commission.
4 . The right and privileges granted hereunder , or any
part hereof, shall not be assigned except by express consent of
the City Commission of said City.
IN WITNESS WHEREOF, the parties hereto have executed
this Agreement the day and year first above written.

As per conversations held at our recent meeting at the college I
am submitting a proposal which consists of a yearly project of Spanish I
classes to be offered at the Miami Beach Police training offices in
120 Meridian Avenue.

The main objective of h

ledge of Spanish to be able to communicate effectively with Hispanic
residents and visitors in the area. /At the same time the course would
provide officers with an understanding of the Hispanic culture thus
contributing to improved lines of communication and the reduction of
potential areas of conflict through the elimination of stereotypes
and misunderstandings . I am including with this letter a typical outline
sheet of the course content that was used in a recent instructional
cycle that was offered to public employees . The course content for the
Miami Beach Police officers would be tailored or designed for the
specific needs and goals delineated by the Chief.
