A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING
AND ADOPTING THE POLICY HANDBOOK OF THE
MULTI-UNIT RESIDENTIAL REHABILITATION
PROGRAM, ESTABLISHING A LOAN REVIEW COM-
MITTEE AND SETTING THE TERMS OF APPOINT-
MENTS TO THE COMMITTEE FOR NON-CITY
MEMBERS AT TWO YEARS .
WHEREAS , the City of Miami Beach has included in its
Community Development Block Grant Program application, a program
designed to assist in the rehabilitation of privately owned
multi-unit residential properties; and
WHEREAS , to insure the uniform and unbiased treatment
of all applicants that participate in the program it is necessary
to have the policies of the program set forth in a Multi-Unit
Residential Rehabilitation Program Policy Handbook; and
WHEREAS , in order to implement the program as set forth
in the Policy Handbook a Loan Review Committee with FOUR non-
city representatives is required as part of the program; and
WHEREAS , to insure the continuation of a knowledgeable
committee with experience in the ongoing operation of the pro-
gram, the term of appointments to the Loan Review Committee is
for two years; and
WHEREAS , the City Commission deems it to be in the best
interests for the health and safety of the citizens of Miami Beach
that the policies of the program be adopted, the Loan Review Com-
mittee for the program be established and the term of appointments
to the Committee be set for non-city representatives at two years ;
and the first term of appointment will commence MARCH 18, i.M1
through January 31, 1983 ; and
WHEREAS , the Community Development Multi-Unit Residential
Rehabilitation Program Policy Handbook, dated January, 1981 is
attached hereto and made a part hereof;

NOW, THEREFORE BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Community Development

and is hereby approved and adopted, the Loan Review Committee
established, and the term of appointments to the Committee be set
for non-city representatives at two years.
