RESOLUTION NO. 81-16630
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH APPROVING $254 , 900 IN
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR
THE FUNDING OF A PILOT MICRO VIDEO PATROL
PROJECT GENERALLY ALONG LINCOLN ROAD MALL
AND WASHINGTON AVENUE.
WHEREAS, the City of Miami Beach is authorized by Com-
mission Memorandum Number 5467 dated January 21 , 1976, to prepare
an application for Community Development Block Grant funds and to
design and implement such systems as are necessary to insure that
the Community Development Program is developed, conducted and
administered in accordance with Title I of the the Housing and
Community Development Act of 1974, as amended, and any Federal
regulations promulgated there under, as well as applicable state
and local authority, and in such capacity is authorized to enter
into and execute agreements with other departments and agencies
within the City; and,
WHEREAS, the Three Year Plan for the Community Development
Block Grant program identified a need to reduce the vulnerability
of residential and commercial areas within the target area from
criminal activity; and
WHEREAS, there has been a 37% increase in crime in Miami
Beach during the period from 1979 to 1980, with 54% of the crime
occurring South of Dade Blvd. ; and
WHEREAS, Miami Beach Police Department research shows that
high visibility of police reduces perceived crime by residents; and,
WHEREAS, there is a need to identify new, less expensive
programs which create high police visibility demanded by the com-
munity and to develop an effective crime prevention program;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that a pilot micro video patrol
project be funded with $254, 900 in Community Development Block Grant
funds generally along Lincoln Road Mall and Washington Avenue and
that said project be implemented under the direction of the Miami
Beach Police Department for a period of one year, after which it
will be evaluated.
