Resolution 81-16652 A RESOLUTION NO. 81-16652 A RESOLUTION APPROVING ISSUANCE OF PERMIT FOR FIFTH PHASE OF DADE COUNTY BEACH EROSION CONTROL AND HURRICANE PROTECTION PROJECT, MP-54 . WHEREAS, the Metropolitan Dade County Department of Environmental Resources Management has applied to the State of Florida Department of Environmental Regulation for a permit for Phase 5 of the Beach Restoration Project, and WHEREAS, before approval can be given by the State of Florida for said permit, approval must be obtained from the City of Miami Beach pursuant to Section 253 . 124 , Florida Statutes, and WHEREAS, a Biological Survey Report prepared by the State of Florida, Department of Environmental Regulation is attached here- to and made a part hereof , the contents of which are familiar to the City Commission of the City of Miami Beach. The applicant proposes to dredge 2, 700, 000 cubicY ards of sand from off shore borrow areas in order to provide acceptable mate- rial for 1. 8 miles of beach restoration between Lincoln Road and Government Cut, Miami Beach. This project represents the fifth and final phase of a 9. 3 mile beach restoration effort between Bakers Haulover Inlet on the north and Government Cut on the south. B. This general area of Miami Beach is highly developed. Numerous • high rise hotels, motels, condominiums and apartment complexes line the Atlantic Ocean along this 9. 3 miles of shoreline. A 300± foot wide beach has been previously restored north of . Lincoln Road during earlier phases of this project. The general area offshore, extending 21 miles east, consists of three parallel coral reefs located in water depths ranging from 25 - 80 feet. These fringing reefs consist of hard and soft corals, sedentary bryozoans and poriferans, molluscs , polychaetes, , crustaceans and tunicates as well as a large and diverse community { composed of recreational and commercially valuable fish species. 'Areas between the first and second reefs and between the second and third reefs have been previously used as borrow areas excavated during earlier beach restoration efforts. C. On-site inspections were completed on November 25, 1980 and December 10, 1980 with staff biologists from Dade County Environ- mental Resources Management (DERM) . The purpose of the joint inspection was to investigate adverse impact to DERM reef monitoring stations that were set—up adjacent to borrow areas used during Phase III and IV dredging, approximately 60 days earlier. These stations are also adjacent to proposed borrow areas 1 -- 7 in the present application. Figure 1. shows the location of DERM monitoring stations (marked A-G) , the borrow areas used during Phase III and IV and the proposed borrow area r for Phase V. . The following is a description of three stations observed and the apparent impact resulting from dredging during Phase III and IV, completed approximately 60 days earlier. Station D - Station D was located on the third reef approximately one mile south of the southern extent of the borrow pit used during Phase IV. The reef was composed of a hard bottom community dominated by gorgonians (Sea fans) and scattered areas of hard • coral. The invertebrate community appeared to be relatively healthy and diverse. Several ringed anemones (Bartholomew annulata) were observed with their natural snapping shrimp symbionts (Alpheus armatus) . Fish were also abundant. A silt layer, 21" deep,, covered areas between adjacent Coral heads. The cracks, crevices and holes that j typically provide habitat for a diverse invertebrate community on a healthy reef, were filled with white - chaulky silt. The reef had the appearance of a desolate area devoid of coralline algae, inverte- t brates and fish. A single arrow crab, often diffi- cult to observe on a healthy reef, was easily "observed at ten feet against a silty background.back round. The • sedentary organisms were also severely impacted. Numerous coral heads were totally or partially de- ! stroyed (bleached) by the siltation. Polyps that had survived were continuing to produce mucous to "wash" or slough off silt. accumulation. The long- term impact of this continuing stress would be difficult to assess . In some areas, the top k indh' of silt had been• bound by new growth of red algae. This single observation provides some hope that the system is beginning to recover. .Station E - Station E, located on the third reef ad- j acent to a Phase III borrow pit and immediately north of a Phase IV borrow pit, was impacted in •a manner similar to Station F. - At this site an attempt to survey for mechanical damage was made by swimming south along the inside of the third reef adjacent to a borrow pit. A series of parallel mechanical cuts by the cut€er head were made into the hard- reef. These cuts were approximately 50 feet long, 6-8 feet wide and 4-5 feet deep. A total of 6 cuts were observed along 100 yards of reef. The entire area • observed was nearly devoid of living hard coral, sea- fans, invertebrates and fish. Entire coral heads were tipped over, cut in half and destroyed. The skeletal remains (coralline exoskeleton) of sea fans were obvious • evidence of the severity of impact resulting from the dredging operation. D.
