2019-30781 Resolution RESOLUTION NO. 2019-30781 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER, IN RESPONSE TO REQUEST FOR PROPOSALS (RFP) NO. 2019-021-ND FOR AN AUTOMATED METER READING/ADVANCED METERING INFRASTRUCTURE (AMR/AMI) SYSTEM. WHEREAS, Request for Proposal (RFP) No. 2019-021-ND was issued on October 18, 2018, and had an opening date of January 7, 2019; and WHEREAS, a pre-proposal conference was held on October 29, 2018; and WHEREAS, the City received a proposal from Aclara Technologies, LLC, Core and Main LP, Empire Pipe Orlando, LLC, Fortiline, Inc., and Utility Metering Solutions, LLC in response to RFP No. 2019-021-ND; and WHEREAS, specifications for an automated meter reading/advanced metering infrastructure (AMR/AMI) system are very complex and industry specific; and WHEREAS, City staff did not have the industry expertise to develop the specifications and worked with Hazen and Sawyer, P.C., a water and wastewater consultant who took the lead in developing the specifications; and WHEREAS, in exercising its due diligence, the Public Works Department, with the help of the consultant, reviewed the proposals received from Aclara; Core and Main; Empire Pipe; and Fortiline for compliance with the specifications; and WHEREAS, the proposal from Utility Metering Solutions, LLC was deemed non- responsive for failure to include the required revised cost proposal form and was not further evaluated; and WHEREAS, it was determined that the proposals were either not compliant with the specification requirements of the RFP or significantly exceeded cost expectations; and WHEREAS, based upon the foregoing, the City Manager recommends that all proposals received be rejected so that staff can meet with the City's consultant and the viable firms in order to determine the best course of action. NOW, THEREFORE,. BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the City Manager to reject all proposals received in response to Request for Proposals No. 2019-021-ND for an Automated Meter Reading/Advanced Metering Infrastructure (AMR/AMI) System. Morales, City Manager DATE: April 10, 2019 SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER, PURSUANT TO REQUEST FOR PROPOSALS (RFP) NO. 2019-021-ND, AUTOMATED METER READING/ADVANCED METERING INFRASTRUCTURE (AMR/AMI) SYSTEM. RECOMMENDATION Adopt the Resolution. ANALYSIS The City of Miami Beach Public Works Department currently uses manual readers to monitor approximately 14,000 water meters on a monthly basis. This practice is no longer efficient and does not allow the department to provide residents with the most accurate responses to address water issues. Advanced Meter Reading (AMR) and Advance Metering Infrastructure (AMI) technologies are being implemented across the country to provide more accurate and efficient consumption and billing data in an expeditious manner and enhance the level of customer service. Some of the benefits of AMR and AMI include: • Improved accuracy due to meter upgrade • Significant reduction in manual labor • Near real-time read data • Customer access to data(through portal) •Alerts and alarms • Expandable network functionality Through this RFP, the City is seeking proposals for an AMR and AMI solution to replace the existing system. RFP PROCESS On October 17, 2018, the Mayor and City Commission authorized the issuance of Request for Proposals (RFP) 2019-021-ND, Automated Meter Reading/Advanced Metering Infrastructure (AMR/AMI) System. On October 18, 2018, the RFP was issued. A voluntary pre-proposal conference to provide information to bidders was held on October 29, 2018. The Procurement Department issued bid notices to 164 companies utilizing www.publicpurchase.com website. 71 Page 577 of 1091 prospective bidders accessed the advertised solicitation. On January 7, 2019, the City received a total of five (5) proposals from the following firms:Aclara Technologies, LLC ("Aclara"); Core and Main LP ("Core and Main"); Empire Pipe Orlando, LLC ("Empire Pipe"); Fortiline, Inc. ("Fortiline"); and Utility Metering Solutions, LLC ("Utility Metering"). The proposal from Utility Metering Solutions, LLC was deemed non-responsive for failure to include the required revised cost proposal form and was not further evaluated. As a result, the RFP resulted in four (4) responsive proposals. The specifications for an automated meter reading/advanced metering infrastructure (AMR/AMI)system are very complex and industry specific. City staff does not have the industry expertise to develop such specifications. As a result, staff worked with Hazen and Sawyer, P.C., a water and wastewater consultant who took the lead in developing the specifications. In its due diligence, staff, with the help of the consultant, reviewed the responsive proposals received from Aclara, Core and Main, Empire Pipe, and Fortiline for compliance with the specifications, and it was determined that the proposals were either not compliant with the specifications requirements of the RFP or significantly exceeded cost expectations. CONCLUSION After review and consideration of the above-referenced issues regarding bidders inability to meet the specifications, and excessive costs proposed, I recommend that all proposals received be rejected so that staff can meet with the City's consultant and viable firms that should have been able to provide the desired products and services in order to determine the best course of action.
